T000063- Minor Change App Cover Letter - Digital Hub Expansion - 09.09.22
Grant Calder FLEXURE Pty Ltd - ARCHITECTURE AND URBAN DESIGN 21 Bursaria Street Peregian Beach, Sunshine Coast Queensland Australia [email protected] +61 488 084 184 Noosa Council PO Box 141 Tewantin, QLD 4565 Via email: [email protected] Ref: MCU16/0044 REC16/0009 APPLICATION FOR MINOR CHANGE TO APPROVAL The applicant wishes to lodge a minor change application to the current approval MCU16/0044 REC16/0009. Background; Council have secured funding and appointed Design and Construct Contractor Carfax Commercial Constructions Pty Ltd to develop the former Peregian Beach Community House into an integral part of the Peregian Beach Digital Hub. The proposed expansion includes a renovation of the adjacent Peregian Beach Community House (PBCH) and a new training building (Co-Lab Building). The proposed development will provide key facilities to enhance the existing program of the Digital Hub to foster Information Technology (IT) Businesses in Noosa Shire. The new functions are in response to demand and the growth of IT based businesses, training, fire management and other emergency services technologies. The completed project is to provide a bespoke and technically advanced facility that allows businesses to train, collaborate and innovate on the development of various technologies. These enhanced functions require a building that can facilitate high quality IT and audio functionality for a variety of uses and to accommodate up to 80 people in the Co-Lab Building. To achieve these key acoustic requirements the new building is designed as a wholly concrete and concrete block structure to minimise sound ingress for David low way and will be complemented with high quality sound attenuation measures applied to the internal surfaces. The Architectural feature is designed to compliment the highly awarded existing Community House by counterpoint as a solid simple shape that will not compete with the lightweight angular shapes of the existing building. The new building is designed with complimentary light timber screens and fin walls that work to reduce the bulk of the building and break up the facades that face David low way and woodland Drive. Minor Change; The proposed Digital hub expansion specifically the new Co Lab building is proposed to be adjusted from the approved dimensions in terms of Length of building, Height of building and setback from Woodland Drive as described below; The increased length was necessitated by the need to have all audio sensitive activities and rooms positioned in the new building which is better able to address the impacts of traffic noise from David Low Way. This adjustment was made following onsite noise monitoring and assessment by specialist acoustic engineering consultants. The increased height of the structure is to accommodate gatherings of up to 80 participants in tiered seating for conferences and workshops. This height has been adjusted from the MCU plans following consultation with seating manufacturers, architect and facility manager. The setback to Woodland Drive has been more clearly defined by showing the boundary setback to the main wall line of 6.5m and set back to the fin details of 5.85m which are provided to maintain an element of architectural consistency. This is not considered a change but clearer information. Proposed Minor Changes to the existing community centre building include; An additional meeting facility and a new battery storage space to display the new technologies to the Hub users and the general public. Creation of a weatherproof roof linking the existing Digital Hub and the renovated community house. This connection is an important part of the functional integration of the two buildings. Consultation with the Building Certifier has confirmed that as Noosa Council is the owner of both properties it is legally possible to join the two facilities provided they are able to be removed in the event that Council sold one or both parcels. Each of the above changes are considered minor in nature and do not create a conflict in terms of allowable site coverage, height, or built form.
