Dear Sir/Madam

                   Re: MCU22/0199 ~ Lot 2 RP 83801, #317 Lawnville Rd, Black Mountain

We have reviewed Noosa Council’s request for information dated 25 January 2023 and provide our response to
the Engineering related items.

Issue – Cooroy Belli Creek Road Driveway Access

The submitted documentation does not contain sufficient information for Council to assess the proposed
  Cooroy Belli Creek Road driveway.

Council is concerned the location of the proposed access driveway may create unsafe traffic conditions for
  all road users.

Response:

Please see attached proposed Site Access and Sight Distance plan (SCG Drawing No: 33002-C1.1). As the
proposed access driveway is running parallel with the natural survey contours as displayed on Noosa Council’s
Interactive Mapping it can be easily constructed generally in accordance with Council’s Standard Detail RS-056.
We don’t believe the requirement for driveway dimensions, grading, long sections and B99 scraping profiles are
warranted and request Council to consider removing this requirement.

We also note that the minimum sight distance in accordance with AUSTROADS – Guide to Road Design Part 4A
cannot be achieved for an 80km/hr rural road. However, as the site access location is existing, we request Noosa
Council to consider a relaxation based on the following points: -

− Due to the windy nature of the road and dense vegetation sight distance is difficult to achieve.

− The upper end of Belli Creek Road driving east towards the proposed access has a number of 50km/hr
warning signs that caution the driver of upcoming windy road.

− We propose to include additional warning signs to alert approaching vehicles to entering traffic in addition
to the existing warning road signs. This is shown in our attached plan SCG Drawing No: 33002 – C1.1.

− We are proposing to re-profile a small corner of the vegetated embankment adjacent the access point to
open the visual aspect to oncoming traffic improving the safety, 2-3 trees will require removal as part of
this work but will be offset by new planting under the guidance and direction of Landcare. This is shown
on our attached plan SCG Drawing No: 33002 – C1.1.

− It is worth noting that Section 3.4 – “Sight Distance at Property Entrances” from AUSTROADS – Guide to
Road Design Part 4A notes the following: -

“Obtaining Approaching Sight Distance(ASD) at domestic accesses is preferable but may not always
be necessary due to the familiarity with their location of users”.

Issue –Lawnville Road Driveway Access

Council recognise that the existing Lawnville Road driveway crossover is not in accordance with Council’s
standard drawing (RS-056). Council is concerned that the unsealed crossover may result in a loss of traction
for vehicles entering and exiting the driveway, which may cause unsafe traffic conditions.

Response:

Please see amended architectural plan to include notations for the existing crossover to be sealed with asphalt in
accordance with Council’s Standard Details RS-049 and RS-050, as there is an existing kerb and channel is in
place. We do not foresee any concerns with proposed levels/driveway grading therefore, don’t believe a detailed
engineering plan is warranted for this stage of the approval process.

Issue – Earthworks

The submitted documentation includes significant amounts of earthworks across the site. An Earthworks
  Plan has not been provided.

Response:

Please see attached proposed Bulk Earthworks plan (SCG Drawing No: 32002-C2.1) for the proposed residential
dwelling indicating proposed cut/fill levels. The proposed retaining walls are all internal to the site. Future detailed
retaining wall design will be completed by the structural Engineer and RPEQ certified through a building permit,
assessed and approved by a private building certifier.

If you require any further information, please do not hesitate to contact our office.

Yours faithfully
