RE: Application No. 132008.176.05

Development – MCU – Resort and Shop
Dear Assessment Manager,
In regards to the aforementioned development application I make the following submission:
The proposed resort is a welcome addition to the Noosa community and I generally
support the scheme being approved subject to a more thorough traffic review and upgrade
the road network namely; the reconnection of Banksia Ave North and Banksia Ave to
vehicles.
On review of the submitted Traffic Report (TTM Traffic Engineering Report Ref 22BRT022 RP01_1)
there are some glaring mis-calculation and assumption errors.
a) Section 7 Development Transport Demand
a. 7.2.1 Traffic Generation
• The RTA data being referenced for modelling is dated from 2002.
• 21 year old data grossly underestimates actual current and future traffic. Real data
from Grant St should be collected and used as the base for modelling such a critical
development ensuring seasonal peak demands are also accounted.

b. 7.2.2 Traffic Distribution • There is another error in the modelling, only 50% of the development traffic has been accounted see figure 7.1 this error has a significant impact of the modelling and needs to be addressed.

b) Section 9 Traffic Impact Assessment
a. 9.2 Analysis of Grant St / Noosa Dr / Sunshine Beach Rd
• SIDRA Defualt values were used for modelling again grossly underestimating actual
traffic flows.
• Even with default values the worst affected street is Grant St and a development of
this scale does need an alternate access which can only be provided by opening
Coral Tree Ave to Bankisa Ave to Banksia Ave North
In conclusion is is clear that the traffic report submitted is inadequate and grossly underestimates the
volumes of traffic this proposed development will attract. Given there is a great example already of
this type of development in James St Brisbane the Council should be requesting more accurate
modelling and requesting the development contribute to the upgrade and reconnection of the
Banksia Avenues.
Sincerely
Maria Guerreiro
