Response to Council IR carpark
Council’s Reference: MCU20/0012 Our Reference: 02615 L10 NG Our Contact: Nadine Gorton 26th August 2020 Chief Executive Officer Noosa Council PO BOX 141 TEWANTIN Q 4565 ATTENTION: DEVELOPMENT ASSESSMENT Dear Sir/Madam, RE: RESPONSE TO COUNCIL INFORMATION REQUEST Development Application - Material Change of Use Transport Type 2 Carpark over land described as Lot 5 on SP213104 and located at 4-8 Lower Mill Road, Cooroy and Lot 7 on SP173771 and located at 16 Lower Mill Road, Cooroy. I refer to the above application and the information request issued by your Council and dated 11th March 2020 and our subsequent request to extend the relevant period. This request listed ten (10) items that Council considers is necessary in order to complete its assessment of the above application. The applicant provides the following response: Item 1: Update all flood mapping figures to show the extent of the car parking works on all figures or provide additional figures which focus on the subject application area Applicant’s Response to Item 1: As a result of a review of the proposal by flood modelling specialists and traffic consultants, the carpark has been relocated to be wholly within Lot 5 on SP213104 with the carpark above the Defined Flood Event. Please refer to Attachment A and Attachment B which provide revised plans of the carpark and Attachment C which provides a flood assessment for the site. Item 2: Clearly identify the areas of the car parking which do not meet the traffic ability criteria of QUDM for each AEP Applicant’s Response to Item 2: The Flood Assessment for the proposal (refer Attachment C) details that as the carpark has now been relocated to land that is currently above the DFE, the QUDM trafficability criteria is exceeded. The new location of the proposed carpark and flood mapping is illustrated below.

Extract of Flood Assessment Report – figure 3-4
Item 3: Provide flood hazard mapping for each AEP for the developed site based on the hazard
categories of ARR2019 and include the description of each hazard category on each
figure.
Applicant’s Response to Item 3: Please refer to Attachment C which provides a Flood Assessment for the
proposal. Flood hazard mapping is provided in the proposed case mapping provided in Appendix B of this
report.
Item 4: Provide a topographic differences plot so the extent of earthworks for the car parking
can be clearly understood.
Applicant’s Response to Item 4: Please refer to Attachment C which provides a Flood Assessment for the
proposal. A topography difference map is provided on Image 4-2 of the report and there are no
differences associated with the carpark because it is situated on land currently above the DFE.
Item 5: Demonstrate the suitability of the pedestrian path across the creek to the car park in
the event of a flood event.
Applicant’s Response to Item 5: Please refer to Attachment C which provides a Flood Assessment for the
proposal. The report notes that the pedestrian path across the creek to the northern carpark will not be
safe to use during times of flooding and that signage on both sides of the creek should be used to warn
people against crossing the creek during times of flooding. Signage should also direct persons to the
alternative access which is via the pedestrian bridge on Maple Street.
Item 6: Demonstrate that the access path over the creek meets the relevant Australian
Standards.
Applicant’s Response to Item 6: Please refer to response above.
Item 7: Clearly demonstrate how the proposed playground meets the Biodiversity Overlay
Code for the Riparian Buffer Area, in particular Specific Outcome 5.
Applicant’s Response to Item 7: Please refer to Attachment D which provides an assessment of the
proposal against the Environmental values on site by Callaghan and Toth. The report confirms that the
environmental values of the creek and riparian areas will be able to be maintained through the
refurbishment of the existing biobasins and rehabilitation works on the northern bank.

Item 8: Demonstrate that there is an overall improvement to the water quality outcomes
associated with the site by conserving, managing, enhancing and rehabilitating the
ecosystem health and quality of stormwater entering receiving waters. In this regard,
it is noted that water quality outcomes for the car parking within the Maple Street road
reserve has not been addressed.
Applicant’s Response to Item 8: Please refer to Attachment E and Attachment F which provide a
Stormwater Treatment and Water Quality Management Plan for the proposal. The report concludes that
water quality can be appropriately managed by a treatment train which includes refurbishment of existing
biobasins and the provision of new and existing grass swales.
Item 9: Provide information from a qualified arborist regarding the resetting and re-
construction of the biobasin in Lot 7 demonstrating the tree protection zone of the
Koala habitat area will be protected.
Applicant’s Response to Item 9: Please refer to Attachment F which details the proposed
refurbishment of the biobasin. The plans detail that all works can be undertaken within the existing
drainage easement and that there will be no need to clear any vegetation.
Item 10: Provide traffic assessment prepared by suitably qualified RPEQ to address the impact
of the development on the traffic in Maple Street, Mary River Road and Cooroy CBD.
Update plans where required.
Applicant’s Response to Item 10: Please refer to Attachment G which provides an assessment of
traffic and parking demands in the area as a result of the proposal. The report concludes that:
(i) Traffic impacts of the proposal on operation of the broader road network are considered
insignificant (less than 5% of existing volumes in road traffic peak hour periods).
(ii) The proposed parking provisions would be satisfactory to cater likely additional parking
demands.
(iii) To avoid wastage of scarce Council resources it is recommended that the new parking
areas in Maple Street (12 spaces) and the additional spaces opposite the existing community
building parking area off Lower Mill Road (22 additional spaces) be fully constructed as
proposed, and that the other new parking area proposed parallel with the creek (30 spaces) be
constructed as an overflow parking area. This should be in conjunction with a requirement that
use of the overflow parking area be monitored for a full week in school holidays and a full week
outside of school holidays (possibly using a tube traffic counter at the eastern end of the
existing community building parking area) after the playground has been fully operational for
three months (and again at six months), and for the overflow parking area be formally sealed
and linemarked if regular use is identified at either period of monitoring. Funds should be set
aside in the Council budget to complete those works, but if the monitoring indicates that
formalisation of the carpark is not necessary, then those funds could then be used for other
more worthy purposes.
(iv) It is recommended that of the nine (9) existing parking spaces on the southern side of
Marara Street, the three (3) parking spaces closest to the existing disabled parking spaces be
signed as being for 15 minute parking, and that the remaining four (4) parking spaces in that
existing 2P zone be clearly signed as being for library use only. 3 months after that change has
been implemented, usage should be reviewed to determine whether the number of 15 minute
spaces (for short duration library trips) should be increased or decreased to meet demands.
The proposal has been revised in accordance with the traffic engineers recommendations.
The applicant considers that they have now responded to Council’s information request. Would you please
provide us with a list of adjoining owners so we can commence public notification of the proposal.
Please contact our Sunshine Coast office if you require any further information and/or clarification.
