EXECUTIVE SUMMARY
Twice yearly, Council reviews and amends fees for all holiday parks to maintain an 18 month
advance booking period. The advance booking period allows for future booking of sites by
customers and is in accordance with industry standards. Accordingly, this report recommends
setting fees and charges for the Noosa River Holiday Park for a further 6 months to 30 June 2021
to maintain the 18 month advance booking period.
The Noosa River Holiday Park is also Council’s second highest electricity user. Council’s existing
approach to recovering the cost of electricity at the Noosa River Holiday Park is via the daily
tariff, which allows unlimited access to electricity at each powered site. There is no incentive
available for customers to reduce electricity consumption under this system.
Council has adopted a Carbon Reduction Policy and established a target to be zero net
emissions in its operations and services by 2026. Reflecting Council’s adopted policy position,
this report also recommends Council install metered powerheads to all powered sites within the
holiday park and adopt a user pays system for electricity consumption commencing 1 July 2021.
Metered powerheads allow customers to monitor electricity consumption and make informed
decisions regarding electricity usage. When metered powerheads are combined with a user pays
system, industry evidence indicates electricity consumption may decrease by 30%-60%.
Financial analysis of the project has been completed highlighting the metered powerhead
installation payback period is within three years. Funding for the installation of the metered
powerheads is proposed to be allocated in Council’s 2020/21 Capital Works Program - Zero
Emissions Noosa Project Implementation budget.
RECOMMENDATION
That Council note the report by the Property Manager to the Services & Organisation Committee
Meeting dated 10 December 2019; and

B. Note that a 2020/21 capital program budget submission will be made for the metered
powerhead installation project (incorporated in the Zero Emissions Noosa Project
Implementation budget submission); and
C. Note that subject to approval of the capital budget in the 2020/21 budget, a user pays
electricity system for electricity consumption at the Noosa River Holiday Park will be
implemented from 1 July 2021 (detailed as Option 3 in the report); with applicable fees and
charges considered as part of the 2021/22 budget process.
