Previous Council Consideration
Ordinary Meeting Minutes, 20 December 2018, Item 12, Page 10
That Council note the report by the Property Officer to the Services & Organisation Committee
Meeting dated 11 December 2018 and:
A. Set fees and charges for the Noosa Holiday Parks to align with the cessation of the end of
the July 2020 Queensland school holidays; and
B. Adopt the Proposed General Cost Recovery Fees and Commercial Charges schedule for
Noosa Holiday Parks for the period ending Monday 12 July 2020 as detailed in the tables
contained within the report.
Finance
Profits from the Boreen Point Campground contribute to Council’s annual operating surplus
target, and to ensuring that Council complies with Council financial sustainability policy
requirements.
Risks & Opportunities
Risks
Failure to apply the competition neutrality principle via full cost pricing is a breach of the
Local Government Act 2009, and could also potentially result in competitive neutrality
complaints.
Failure to extend the tariff period exposes Council to a reduction in forward bookings, which
affects Council’s financial returns and ability to forward financial plan.
Opportunities
Fees are set to ensure ongoing cost recovery occurs for the Boreen Point Campground
business activity.
Following capital investment at the Noosa River Holiday Park and Noosa North Shore
Campground, there are evident future opportunities at Boreen Point Campground. The
site’s marketability and attraction is hindered by ageing facilities and it has potential to
better leverage its lakeside position with a more modern value proposition.
Several revenue generation and market diversification concepts are currently under
investigation, including the implementation of additional powered camping and caravan
sites and investment in functional campground infrastructure.
