SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 10 DECEMBER 2019
6. Future Service Options
Council staff are reviewing the Service to better understand the benefits, challenges and risks
and to investigate options for the future of the Service to address these. A report will be
presented to Council by June 2020.
Previous Council Consideration
Ordinary Meeting Minutes, 17 December 2015, Item 1, Page 5
That Council note the report by the Waste Collections Officer to the Infrastructure & Services
Committee meeting dated 8 December 2015 on the 2015 Kerbside Bulk Waste Collection
Service (the Service); and:
A. Request staff investigate options to improve the efficiency and effectiveness of kerbside
clean up;
B. Request staff examine providing better resource recovery services and options in the rural
areas and increasing the recycling rate of e-waste, green waste and other items of potential
re-use value across the Shire. ;
C. Request staff to present a report to Council addressing Items A and B at the earliest
opportunity; and
D. Thank Cleanaway Ltd, their staff and all Council staff involved in the 2015 Kerbside Bulk
Waste Collection on behalf of the community for an outstanding result.
Finance
The total cost to Council in 2019 was $203,000 in collection costs and $100,775 in disposal
costs. This is approximately $30,000 above the predicted budget to deliver the basic Service and
fund anticipated clean-up costs to manage dumped material.
The increased costs in providing the Service will need to be considered as part of the 2020/21
budget process and the investigation of options for the Service into the future. It is recommended
that additional contingency cost be added due the emerging trend of having to manage asbestos
containing material.
Risks & Opportunities
The provision of the kerbside bulk waste collection service is experiencing increasing risks,
including:
Public health and safety risk due to the types of hazardous materials being placed for
collection in a public area.
Public health risk due to the dumping of asbestos containing material.
Workplace health and safety risk to staff and contractors addressing dumping of hazardous
materials.
The increasing cost of the Service to manage the challenges.
The escalating cost of commercial waste disposal at landfill, due to the Queensland
Government waste levy, is also likely to lead to additional use of the Service as a ‘free’
alternative.
