• an exhibition ground, show ground or racecourse; or
• an Office, Shop or other premises where business or work other than a
manufacturing process is carried out.
Commercial waste – means waste, other than green waste, recyclable waste, and
interceptor waste or waste discharged to a sewer, produced as a result of the ordinary
use or occupation of commercial developments.
Common servicing point – a common area where more than two dwellings/tenancies
stand their wheelie bins for servicing.
Common storage point – a common area where more than two dwellings/tenancies
store their wheelie bins.

2.0 INTRODUCTION
Spotlight Property Group (Spotlight) propose to establish a commercial Marketplace at
2-18 & 20 Hoffman Drive Noosaville QLD, on land described as Lot 1 on SP222982
and Lot 4 on SP2465848 (refer to Figure 1). The proposed development will occupy
approximately 13,185m2 of gross floor area and has a total site area of 35,762m2. This
development is proposed to contain various commercial tenancies including soft
goods, appliance and furniture retailers, food and beverage outlets, business
incubators, a kids play centre and a gym along with customer parking facilities.
MRA Environmental (MRA) has been commissioned by Blueprint to prepare this
conceptual Waste Management Plan (WMP) for the operational phase of the proposed
development to be lodged as part of a Development Application seeking the approval
of the Noosa Shire Council (Council). The WMP addresses the waste management
requirements for the development and ensures that the waste storage and collection
activities for the operational phase of the development are in accordance with the
Noosa Planning Scheme Policy 11 – Waste Management Plans, Noosa Planning
Scheme Policy 9 – Waste Management and the Division 19 – Waste Management
Code.
2.1 SCOPE OF REPORT
This report represents a Waste Management Plan for the operational phase of the
development, which includes:
• Details on the anticipated types and quantities of waste expected to be
generated at the site (Section 3.0);
• Details of the proposed waste storage arrangements and bin requirements
(Section 4.0); and
• Details of the proposed waste collection arrangements (Section 5.0).
This report presents conceptual information on the above dot points, rather than
involving detailed engineering designs and calculations. At the current phase of the
proposal, the development of detailed engineering designs in regards to waste storage
and collection is not practical.

Anticipated waste volumes from the various components of the development have
been calculated using typical waste generation rates provided by the Noosa Planning
Scheme Policy 9 – Waste Management. Importantly provided waste generation rates
were not expressly outlined for various proposed tenancies within the policy, therefore
these waste generation rates have been produced by aligning the proposed tenancies
with those most closely outlined within the policy. Tenancy GFAs have been calculated
to exclude back of house areas, while additional employee waste generation rates
have been provided by the Noosa Planning Scheme Policy 9 – Waste Management.
Table 2 displays the anticipated commercial general waste quantities for the
operational phase of the Marketplace, Table 3 displays the anticipated
cardboard/paper waste quantities for the operational phase of the Marketplace, Table

anticipated recycling waste quantities for the employees to be engaged within the
operational phase of the Marketplace, while Table 10 displays the anticipated food and
organics waste quantities for the employees to be engaged within the operational
phase of the Marketplace. Please note that development employees are not
anticipated to generate any soft plastics waste.

3.1 ADDITIONAL WASTE MANAGEMENT
Additional waste will be generated from the proposed street litter containers to be
located within the carparking area at both the northern and southern end, along with a
container in the centre of the development adjacent to the pedestrian pathway (refer
to Figure 2). No generation rates have been provided for these street litter containers
within the Noosa Planning Scheme documents, however there is sufficient waste
infrastructure and the potential to increase waste collection frequencies to
accommodate for this additional waste. It will be the responsibility of site staff and/or
contracted development cleaners to transport the waste generated from these litter
containers to the waste storage area.
Landscape contractors will be engaged to manage the green waste potentially
generated from the proposed development, and it will be the responsibility of these
contractors for the removal of green waste and its transportation to an appropriate
green waste facility, or to facilitate the re-use of produced green waste on site as part
of the landscape management.

6.0 SUMMARY
The main objectives of this report are to provide conceptual details for optimal waste
management in the operational phase of the development. Additional detailed
engineering designs in regards to waste area size, drainages, and service vehicle
access will be completed by others.
Details of this Waste Management Plan are summarised below:
• The Marketplace will be located at 2-18 & 20 Hoffman Drive Noosaville
QLD, on land described as Lot 1 on SP222982 and Lot 4 on SP2465848;
• The proposed development will occupy approximately 13,185m2 of gross
floor area and has a total site area of 35,762m2;
• This development is proposed to contain various commercial tenancies
including soft goods, appliance and furniture retailers, food and beverage
outlets, business incubators, a kids play centre and a gym along with
customer parking facilities;
• Anticipated waste volumes from the various components of the
development have been calculated using typical waste generation rates
provided by the Noosa Planning Scheme Policy 9 – Waste Management;
• Importantly waste generation rates were not expressly outlined for various
proposed tenancies within the policy, therefore these waste generation
rates have been produced by aligning the proposed tenancies with those
most closely outlined within the policy;
• Tenancy GFAs have been calculated to exclude back of house areas, while
additional employee waste generation rates have been provided by the
Noosa Planning Scheme Policy 9 – Waste Management;
• To facilitate the efficient waste management of the development, the
proposed tenancies will be divided into five specific precincts, with the
waste generated within these precincts to be deposited within shared waste
receptacles;
• All waste generated at the development will be divided into Five distinct
precincts, while smaller waste receptacles will be located within the
Marketplace tenancies and back of house areas for waste disposal. Waste
generated from each precinct tenancy will be transported by facility
management or engaged cleaning contractors from the tenancy to the
distinct precincts combined waste storage and servicing areas;
• Additional waste will be generated from the proposed street litter containers
to be located within the carparking area at both the northern and southern
end, along with a container in the centre of the development adjacent to the
pedestrian pathway;
• A bin wash facility (i.e. hosecock) will be provided within the waste storage
areas. It will be the responsibility of on-site management and employees to
wash bins and to maintain the amenity of the waste storage areas; and
• Waste collection will be conducted on site for all the precinct waste
servicing points.
