First Floor
Adjacent to the hallway, a portion of the external lower-level roof, will be removed and converted into additional
internal living space. This proposed first-floor space will accommodate the additional lift, a storeroom, linen
cupboard, and office, and will include three new external windows. New roofing, eaves, gutters, and fascia will
be installed to match the existing dwelling. Roof pitch and roof sheeting will be consistent with the existing
structure. Refer to table 3 below.

Façade Changes
All proposed external works will be finished to match the existing building materials and colour palette. In
accordance with the Decision Notice conditions, external colours and finishes will comprise muted,
environmentally responsive tones that blend with the surrounding natural environment.
The entry façade will remain consistent with the existing design, with only minor changes to its location and
upgraded window and door elements. These changes will be undertaken in a manner that maintains the
approved architectural style, materials, and colours.
The proposed first-floor addition will likewise be designed to match the existing dwelling in terms of materials
including cladding and roofing, colours, roof form, and overall design character, as illustrated in table 4 below.

Summary
Overall, the proposed amendments primarily relate to facade treatment, internal layout changes, and minor
additions to the first floor. The additional floor space still meets the requirements of the Noosa Plan 2006. The
upper level area still provides articulation with a significant void area. The proposed changes provide sufficient
accessibility between levels.
The proposal continues to comply with requirements of the previously approved development and does not
result in any changes to the existing landscaping. The proposed additions also meet the relevant building design
requirements, with external colours and finishes selected to blend with the surrounding natural environment.

Change Application – Planning Act 2016
The proposed changes to the Development Permit’s approved plans are considered a Minor Change under s78
of the Planning Act 2016.
Under the Planning Act 2016 and the Development Assessment Rules, a change may be considered a minor
change where it does not result in a substantially different development to that which was originally approved,
in particular:
• The proposed changes will not result in a substantially different development to that which was
approved. The building footprint and scale of the built form remains consistent with the approved
development with slight variation on the upper level;
• The proposed changes do not involve any additional parcels of land;
• The proposed changes do not change the existing building height:
• The proposed changes do not introduce additional impacts on surrounding infrastructure or services;
• The development continues to provide appropriate built form and landscaping consistent with the local
character;
• The proposed changes do not alter the level of assessment of the development under the planning
scheme and do not result in prohibited development or trigger referral to any referral agencies; and,
• The proposed changes do not alter the ability for the development to operate as approved.
Accordingly, the proposed amendments are considered to remain within the scope of the approved
development and do not result in a substantially different development.
