          c. An appropriate safe and convenient access is not able to be provided to each of the
             lots, with the proposed new access likely to adversely impact on the functionality of
             the road network.
          d. The proposed lots are located adjacent a roundabout and are not appropriate from a
             traffic safety and amenity perspective.
   2. The proposal does not comply with Overall Outcome 2(i) and Performance Outcome PO3 of
      the Transport Code as the proposed new access is not appropriate and is likely adversely
      impact on the safety and operation of the road system.
