Officer: Georgina Schramm Direct Telephone: 07 53296569 Our Reference: MCU22/0146, OPW22/0213, RAL22/0019 Your Reference: 0425 23 September 2022 Integra Partnerships C/- Pivotal Perspective Pty Ltd 95/3 Hilton Tce NOOSAVILLE QLD 4566 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU22/0146, OPW22/0213, RAL22/0019 Street Address: 14 Wyandra St Noosa Heads Qld 4567 Real Property Description: Lot 44 RP 139776 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue – Demolition It’s evident that the applicant is seeking to demolish the existing house on the premises. If seeking approval to do so in conjunction with the immediate applications, the appropriate development application form is to be provided. Information Required Confirm whether approval for demolition is sought in conjunction with the development application or whether it will be obtained at a later date. If sought, complete DA Form 2 for Building Works (demolition). Issue – Asymmetrical Design While there is variation between the two units i.e. height and materials, the built form have a similar appearance. Greater variation to the road frontage is desired. Information Required Offset or stagger the units to provide greater variation to the frontage, this will subsequently reduce the bulk of the garage and more positive contribute the locality. Issue – Gross Floor Area, Plot Ratio The powder rooms on the lower level of each unit have been incorrectly excluded from gross floor area calculations. Information Required Provide revised plans including the powder rooms in GFA calculations, design amendments will be necessary as inclusion of the two areas exceeds a plot ratio of 0.4:1. Plot ratio exceedances are unlikely to be supported. Issue – Site Cover It is unclear whether vertical screens and voids (where roofed) have been included in site cover calculations in particular attention to the front façade of Unit and the rear of the two units where voids along the upper level. The wall divider upon entry of the premises is to be included in site cover calculations. Information Required Revise site cover calculations and show as a layer over the Roof Plan for clarity. Issue – Privacy and overlooking from Unit 2 There is concern that the addition of the deck on Unit 2 will allow for overlooking to adjoining properties. Screening alternatives are to be explored in respect of the streetscape and adjoining landholders. Information Required Provide greater detail in regard to screening opportunities for the upper level deck of Unit 2 to uphold privacy between users. Issue – Setbacks The subject site is not subject to topographic or infrastructure constraints, the side boundary setbacks of 1.2 metres in lieu of 1.5 metres is not warranted. Information Required Provide revised plans, showing a greater side boundary setback allowing ample area to allow for meaningful vegetation to maintain a vegetated skyline in respect of the locality. Issue – Landscaping The front landscape setback is a distance of 1.5 metres, an increased average setback of 2 metres is sought to comply with the Zone Code. The following four plant species were included within the Landscape Plan that are not Australian Natives and are therefore not supported as required within the Noosa Plan 2020 – Landscape Code PO10. PLU obt - Plumaria obtuse – exotic ALC imp - Alcantarea imperialis rubra – exotic HEL HRN - Heliconia 'Hot Rio Nights' – exotic PHI xan - Philodendron 'Xanadu' - exotic The following Landscape Code AO10.2 states: For landscaping around pool areas— no more than 25% of the landscaping is with exotic plant species, provided none of the plant species are undesirable plants identified in PSP2 Landscaping; and palms are specifically located in group plantings in accordance with PSP2 Landscaping plants. Information Required Review and amend the Landscape Plan to show an increased landscape setback and ensure that if the use of exotics are wanted they are required to meet Landscape Code AO10.2. Provide a percentage of exotics that are utilised around the pool areas if exotic species are to be utilised. Issue – On-site Manoeuvring The Dual Occupancy and Multiple Dwelling Code requires on-site manoeuvring for all vehicles where the development is located on any road of a higher order than local. The proposed development includes a dual occupancy along a collector road and does not indicate on-site manoeuvring. Information Required Provide additional detail demonstrating that the internal driveway has sufficient area to permit a B99 vehicle access the site/carparks in a forward gear, manoeuvre on-site and exit the site in a forward gear in no more than 3 total movements. The additional detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland). Issue – Driveway Access The submitted documentation does not contain sufficient information for Council to assess the proposed driveway, crossover and areas of verge. Information Required Provide additional detail on the proposed driveway and crossover. The detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to: a design generally in accordance with RS-049, RS-050 and any associated addendum; levels and grades of the access driveway; a longitudinal section extending from the centre of the formation along Wyandra Street to the property boundary; and demonstrate that a B99 vehicle will not scrape or bottom out while entering or exiting the driveway. Provide additional detail demonstrating how trip hazards will be eliminated within the road reserve due to the construction of the proposed driveway crossover. Please note that Council is unlikely to support private retaining structures within the road reserve. The amended plan must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to: the full extent of the transition to the adjoining areas of verge. Issue – Driveway Discrepancy The submitted documentation Engineering Plans prepared by RECOR Consulting have a discrepancy within the driveway design that differs from the proposed Architectural Plans. Refer to the attached snippet from drawing No. 010 Proposed Layout below. Information Required Provide additional detail clarifying if the indicated section is intentional. If the indicated section is intentional, provide details around its intended use. Issue – Community Tile and Common Property Information Required Provide written advice from a Cadastral Surveyor that clearly indicates if the proposed common property over the shared driveway is in accordance of the Land Tile Act and would be suitable for registration upon the completion of the development. due date for response to information request The due date for providing the requested information is 23 September 2022.
