Officer: Amanda Turner Direct Telephone: 07 53296287 Our Reference: OPW22/0123 Your Reference: 24 May 2022 UnityCare Queensland C/- Urbis (QLD) Pty Ltd Level 32, 300 George Street BRISBANE QLD 4000 [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. OPW22/0123 Street Address: 1 Grasstree Ct Sunrise Beach Qld 4567 Real Property Description: Lot 9 SP 322789, Lot 6 SP 322789 Planning Scheme: Noosa Plan 2020 (25 September 2020) INFORMATION REQUIRED The information requested is set out below: Issue Small shrubs and groundcovers are generally not appropriate within the Council verge areas along Grasstree Court. There are also extensive areas identified as ‘GA01’ which is detailed as garden mulched areas along the Lot 9 side of Grasstree Court and wrapping around the road. These large garden areas are not appropriate and result in extensive Council maintenance requirements. Information Required Remove shrubs and groundcovers from the proposed landscape plans along both sides of Grasstree Court and include additional trees where required. Some garden areas are acceptable in the bus stop area however the large expanses of mulched gardens are not appropriate. Please note underplanting trees with landscaping plants is not sustainable in the long term. Amend the landscape plans. Issue It is noted within the Landscape Plan it states to not stake trees unless specified. The Noosa Plan PSP2 – Landscaping policy includes the Noosa requirements for planting including staking requirements and addition due to the nature of the location staking will assist in tree establishment. Information Required Update the Landscape Plan and Specification document to include planting requirements as stated within PSP2 – Landscaping. Issue Condition 26 of the Higher Order 132008.1128 requires landscaping of the adjoining road network with species required to incorporate Glossy Black Cockatoo feed trees and Koala friendly trees within the landscaping. Information Required Amend the landscaping plans to include Glossy Black Cockatoo feed trees and Koala friendly trees within the landscaping. Taking into consideration the placement of these tree species in relation to footpaths, safety and nuisance from dropped seeds etc. Issue Livistona australis has been included within the proposed plant species however Noosa Plan 2020 – PSP2 – Landscaping states within section 6 that palms are not supported in particular in this instance. Palms require additional maintenance needs, for example dropping large leaves and seeds. Information Required Substitute Livistona australis for a more appropriate low maintenance species within the PSP2 – Landscaping preferred species list for example Callitris columellaris (“Cooloola Cypress Pine”) or Corymbia tessellaris (“Moreton Bay Ash”). Issue This area is a very sandy coastal site and therefore species need to be carefully selected to suit the sandy soil and location. In addition, species are required to be Noosa Natives. Information Required Review species selected for appropriateness within this sandy coastal area, provide justification. In particular substitute Waterhousia as they can experience tree root issues in this location. Substitute the Ficus macrocarpa hillii (Hills Weeping Fig) as it grows to a significant size and roots can damage underground infrastructure, footpaths and roads. One or two can remain if they are positioned in locations that are well away from infrastructure (above and below ground). Provide detail of no interaction with infrastructure. Examples of suitable substitutions include: Callitris columellaris (“Cooloola Cypress Pine); Corymbia tessellaris (“Moreton Bay Ash”); Lophostemon confertus (“Brushbox”); L. suaveolens (“Swamp Box); Endiandra sieberi (“Hard Corkwood);Petalostigma pubescens (“Quinine Berry”) and Banksia integrifolia (Coastal Banksia) Issue Sections of the proposed landscape plan have large gaps between street trees, for example Plan 502-PL has a large gap with no proposed street trees along the footpath on the southern part of the plan. Information Required Review landscape plan and include additional street trees or provide justification as to why there are no street trees in those locations. On Grasstree Court there are gaps in the middle and at the end of the court where it appears there are no constraints to planting additional trees. Provide details on the planting centres distance between trees to confirm appropriate numbers. Issue The proposed landscaping plans include the wording ‘Street Tree and Pit with Garden Mulch’ (plan 201-FI) but no further detail has been included. Information Required Provide further details on the proposed ‘Street Tree and Pit with Garden Mulch’ specifically what is meant by ‘pit’. Are these ‘pits’ to be located at every street tree along Grasstree Court? due date for response to information request The due date for providing the requested information is 23 August 2022.
