EXECUTIVE SUMMARY
This report provides a recommendation for the contract award of the preferred contractor for the
Noosa Aquatic Centre (NAC) roof and deck replacement.
RECOMMENDATION
That Council note the report by the Building Facilities Coordinator to the Special Meeting dated
22 May 2019 and award contract 1819T062 to Ri-Con Contractors Pty Ltd for a lump sum price
of $364,644.00 (excl. GST).
REPORT
The proposed contract is to replace the existing roof and deck at the NAC. The roof and deck are
part of the original 1999 construction and have come to the end of their useful life.
The contract works are proposed to commence on site on the 24 June 2019 with construction
anticipated to be completed by the 14 August 2019. In order to allow for a small timeline overrun
contingency, the NAC is aiming for a public reopening on Monday 20 August 2019 (an 8-week
closure in total).
1. Design
The Noosa Aquatic Centre roof design will remain almost identical to the original with only a
slight change in roof sheeting profile. The specified product solution has also taken into
consideration the harsh environment present at the NAC. The decking design has been slightly
modified to provide for better DDA compliance and greater deck space for the public to utilise.
2. Tender Process
Due to the value of the works being greater than $200,000 and the complex nature of the project,
Council went out to tender in accordance with the Local Government Act 2009 to obtain
submissions from experienced and capable contractors.
The invitation to tender 1819T062 was released via VendorPanel on 15 March 2019 and
advertised in local publications, the Sunshine Coast Daily on 16 March 2019 and the Noosa
News on 19 March 2019.

M51A Contracting Pty Ltd
Metalla Pty Ltd
Midson Construction (Qld) Pty Ltd.
Ri-Con Contractors Pty Ltd
Travis Drenth Constructions
3. Tender Assessment
The tender evaluation panel (outlined below) comprised both internal staff and one external
expert who all undertook an assessment of the five conforming tender submissions.
Council Members
- Building and Facilities Coordinator (Evaluation Chair)
- Community Facilities Manager
- Aquatic Facilities Coordinator
- Project Manager, Infrastructure Services
- Work Health and Safety Advisor
External Experts
- Contour (Roof and Deck)
The tenders were evaluated against the following criteria:
Capability and Resourcing
Contract Experience and Capacity
Methodology
Quality
Health and Safety
Contribution to Local Economy
Price
The evaluation team met on several occasions to discuss the tenders with specific focus on the
timeline, project Gantt charts and the products being proposed. Additionally, clarifications of
tender submission responses, including the timeline and program duration, were sought from all
respondents and considered accordingly.
As a result of the evaluation Ri-Con Contractors Pty Ltd achieved the highest overall score and
were shortlisted as the preferred supplier.
The evaluation panel considers Ri-Con Contractors Pty Ltd to be the most advantageous to
Council and presents the best value for money. Ri-Con Contractors Pty Ltd’s tender submission
is favourable on the following basis:
Demonstrated experience with similar large value commercial projects of this nature;
Demonstrated good track record working for Noosa Council and on other similar projects;
Ri-Con Contractors Pty Ltd have the necessary resources and processes in place to deliver
the project;
Proposed methodology minimises impact on customers and staff;
Competitive pricing.

4. Program
As part of the tender clarification process, Ri-Con Contractors Pty Ltd clarified that completion of
the project could be accomplished in line with Council’s anticipated timeline, weather permitting.
The NAC will be closed to the public throughout the works which will also coincide with other
major works at the NAC within the 50m pool and plant room. Regular NAC attendees have
already been notified of the anticipated facility closure and will receive a more detailed update
following the award of the tender.
5. Public Access to Sunshine Beach Skate Park
The Sunshine Beach Skate Park will remain operational during the construction project.
Adequate public car parking will generally be available, however, there will be times where the
car park is closed for safety reasons. During such times the skate park may still be accessed by
utilising the linking pathway from Girraween Court.

DOCUMENT INFORM AT ION

Attachments 1. 1819T120 – Evaluation Workbook
EXECUTIVE SUMMARY
This report provides a recommendation for the contract award of the preferred contractor for the
Noosa Aquatic Centre (NAC) Pools Refurbishment tender.
RECOMMENDATION
That Council note the report by the Aquatic Facilities Coordinator to the Special Meeting dated 22
May 2019 and award contract 1819T120 to Alto Pacific Pty Ltd for a lump sum price of $245,080
(excl. GST).
REPORT
The proposed contract is to replace the existing coping tiles, grout, and expansion joints within
the 50m pool and replace wet decking in both the 50m and Program pools. A majority of these
components are original elements of the construction in 1999 and have come to the end of their
useful life.
The contract works are proposed to commence onsite on 1 July 2019, with completion of works
and refilling of the pool occurring by 18 August 2019. The facility will already be closed
throughout this time in order to facilitate the completion of other major roof and deck replacement
capital works. Management will look to negotiate the bringing forward of the pools refurbishment
start date to 24 June 2019 (aligning with the first day of the facility’s closure) in order to allow for
a small contingency for timeline overrun.
1. Design
The look and feel of the NAC will remain virtually unchanged as these works are predominately
functional in nature rather than focussed on enhancing aesthetics. The works will address safety
concerns with current wet decking and form an important part of the maintenance program aimed
at maximising the life of the asset.
2. Tender Process
Due to the value of the works being greater than $200,000 and the complex nature of the project,
Council went out to tender in accordance with the Local Government Act 2009 to obtain
experienced and capable contractors.
The invitation to tender 1819T120 was released via VendorPanel on 12 April 2019 and was
advertised in the Noosa News on 16 April 2019.

- Project Manager, Infrastructure Services
- Workplace Health and Safety Advisor
The tenders were evaluated against the following criteria:

The evaluation team met to discuss the tenders with specific focus on the project timeline,
proposed methodology and recommended product solutions. Additionally, clarifications of tender
submission responses, including the proposed method of replacing the existing ‘non-standard’
wet deck, more information on recommended product solutions and confirmation of conformity
with a stipulated process for safe emptying of the 50m pool, were sought from all respondents
and considered accordingly.
As a result of the evaluation Alto Pacific Pty Ltd achieved the highest overall score and were
shortlisted as the preferred supplier.
The evaluation panel considers Alto Pacific Pty Ltd to be the most advantageous to Council and
presents the best value for money. Alto Pacific Pty Ltd’s tender submission is favourable on the
following basis:
