        Executive   confirmation notice where part 4 applies to the changed Development
        Officer     application and part 4 did not apply to the original application. Assessment Rules

49.31   Chief       Power, as the assessment manager, to determine whether the Section 26.2(b)
        Executive   change:-                                                   Development
        Officer        (a) would be likely to attract a submission objecting to the Assessment Rules
                           thing comprising the change if public notification were
                           to apply to the change;
                       (b) only addresses a matter raised in a properly made
