              under section 263(1)(b) of the Waste Reduction and Recycling Act 2011
            This has been done via:
                 o The Waste Reduction and Recycling (Local Government) Delegation (No. 1) 2015.
            The delegations specifically include the power to sub-delegate to an “appropriately qualified entity”
