ORDINARY MEETING MINUTES 17 NOVEMBER 2022

    For: Crs Wegener and Jurisevic
    Against: Crs Stewart
                                                                                                       Carried.
Cr Wilkie did not vote on the above motion.
Cr Stockwell did not vote on the above motion.
In accordance with Chapter 5B of the Local Government Act 2009, Cr Stockwell provided the following
declaration to the meeting of a declarable conflict of interest in this matter:
I, Cr Brian Stockwell inform the meeting that I have a declarable conflict of interest in this matter, as
Susan Francis donated $500 to my 2020 Election Campaign. Ms Francis’ partner Mr Barry Cotterell of
the President of the Peregian Beach Community Association (PBCA). PBCA has an interest in the
Eastern Beaches Foreshore Management Plan. The interest of the PBCA is one of exercising their role
in representing the interests of their members from the broader Peregian Community. Neither Ms
Francis nor her partner have any direct personal financial interest nor does the PBCA stand to gain
anything from the Eastern Beaches Foreshore Management Plan, other than the broader community
benefit of having a well-managed foreshore. This interest could be classified as part of Ordinary
Business under the legislation. I believe that the general member of the public will see it is in the public
interest for me to stay in the room and request consideration. I believe I can make an impartial decision
on this matter however, I will respect the decision of the meeting on whether I can remain and participate
    in the decision.
    Council Resolution
    Moved: Cr Jurisevic
    Seconded: Cr Wegener
That Council note the declarable conflict of interest by Cr Stockwell and determine that it is in the public
interest that Cr Stockwell participates and votes on this matter because Council believes that neither Ms
Francis nor her partner have any direct personal financial interest nor does the PBCA stand to gain
anything from the Eastern Beaches Foreshore Management Plan and therefore a reasonable person
would trust that the final decision is made in the public interest.
                                                                                     Carried unanimously.
Cr Stockwell did not vote on the above motion.
Cr Wilkie did not vote on the above motion.

    Moved: Cr Stockwell

Committee Meeting dated 14 November 2022 and
    A. Approve the release of the Draft Eastern Beaches Foreshore Management Plan

                        encroachments; and
 a zero tolerance and timely enforcement approach to any new
                        encroachments.”
          2. Add an action 11.2 to read “Commence a Natural Area, Foreshore and Waterway
