That the operation of the Standing Orders or any relevant provision be suspended to allow
Deputy Mayor Councillor Frank Wilkie to make a public admission as ordered by the Councillor
Conduct Tribunal in regard to two findings of misconduct.
Carried unanimously.
As ordered by the Councillor Conduct Tribunal, pursuant to section 150AR(1)(b)(i) of the Act,
Cr Wilkie made an admission that he engaged in misconduct on 2 occasions as defined in
section 176(3)(b)(ii) of the Act, with regards to allegations made in 2019, that his conduct
involved a breach of trust placed in him as a councillor, that it was inconsistent with local
government principles in section 4(2)(a) of the Act “Transparent and effective processes, and
decision - making in the public interest” and or section 4(2)(e) of the Act “ethical and legal
behaviour of councillors and local government employees”, in that Cr Wilkie did not inform
meetings on the 12 June 2018 and 21 June 2018 about his personal interest in matters as
required by section 175E(2) of the Act. As ordered by the Office of the Independent Assessor,
Cr Wilkie advised that he will complete training at his own expense to consist of identifying real
or perceived conflicts of interest within 12 months of the Councillor Conduct Tribunal’s
