Based on site observations, most dwellings flanking Area 1 readily satisfy the applicable 2.8m
separation distance to VHC 3.1 and 9.1. Conversely, most dwellings flanking Areas 2-4 do not
satisfy the applicable separation distances required to achieve <29 kW/m² radiant heat flux
exposure. This comparison does not indicate non-compliance with any statutory requirement, but
reflects assessment against a surrogate risk benchmark.
An example of insufficient separation occurs adjacent to Lot 54 in Area 3 as shown in Plate 27.
