EXECUTIVE SUMMARY
This report provides a recommendation for the contract award of the preferred contractor for
Contract No. T000064 for Cooroy Belli Creek Road Bridge Replacement.
This is a lump sum price contract that will include all materials and services required for the
construction of the bridge.
Due to the increased material pricing and tight construction market factors, the tender
submissions came in over budget compared to the original cost estimate which was developed
prior to the submission of the grant application in 2020. The funding strategy to mitigate
increased costs will include realignment of the existing funding agreement and a request for
additional funding.
Rescheduling the Lawnville Road Bridge replacement project into a future year of the 10-year
capital works program and redirecting a part of the current allocated budget from this bridge
project into the Cooroy Belli Creek Road Bridge budget will resolve the budget shortfall.
In accordance with Local Government Legislation and Council Procurement Policy, an
Invitation to Tender was initiated and which attracted nine (9) tender responses. Seven (7) of
these responses were conforming and two (2) were regarded as non-conforming.
The tender evaluation panel completed the evaluation process and considered the tender
submission from Ark Construction Group Pty Ltd (Ark) the most advantageous to Council,
representing value for money. The Ark tender submission demonstrated compliance with the
requirements of the invitation to tender. Ark has the suitable experience, capability, and
resourcing to complete the works.
The anticipated construction completion date is late September 2022.
RECOMMENDATION
That Council note the report by the Project Manager to the Services & Organisation Committee
Meeting dated 12 April 2022 and
A. Award Contract No. T000064 Cooroy Belli Creek Road Bridge Replacement to Ark
Construction Group Pty Ltd for the lump sum price of $1,011,420.09 (excl. GST); and
B. Approve the total project budget of $1,393,530 which includes project management,
superintendent costs and other project allowances to be allocated between the 2021/22 and
2022/23 budgets for the construction spanning across both financial years.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 APRIL 2022
REPORT
The Cooroy Belli Creek Road bridge, situated in Cooroy is identified in Council’s asset register as
being constructed in 1929, the oldest bridge maintained by Council, and has undergone various
repair works.
The proposed contract is for the replacement of this ageing dual lane timber bridge along the Cooroy
Belli Creek Road in a similar alignment with a new, wider concrete bridge. This new bridge will meet
current design specifications and standards with a targeted design life of 100 years.
1. Tender Process
In accordance with Chapter 6, Part 3, of the Local Government Regulation and Council’s
Procurement Policy, Council invited written tenders for the Cooroy Belli Creek Road Bridge
Replacement. The invitation to tender was issued as a lump sum construction-only contract.
Council invited written tenders via the Council VendorPanel e-portal on 22 January 2022 and
included an advertisement within the Noosa Today publication on 28 January 2022, with responses
closing on 18 February 2022.
In accordance with Local Government Legislation and Council Procurement Policy, an Invitation to
Tender was initiated which attracted nine (9) tender responses. Seven (7) of these responses were
conforming and two (2) were regarded as non-conforming.
2. Tender Assessment
The tender evaluation panel undertook an assessment of the following conforming tender
submissions, listed in alphabetical order:
Ark Construction Group Pty Ltd
Bellwether Contractors Pty Ltd
CPM Group Pty Ltd t/as CPM Civil
Davbridge Properties Pty Ltd T/A Davbridge Constructions
HEH Civil Pty Ltd
Pentacon Pty Ltd
SGQ Pty Ltd t/as SGQ
All seven conforming tenders progressed to a full weighted evaluation using the following criteria
and weightings:
Criteria Weightings
Capability, Resourcing and Management Systems 20%
Financial Capability 10%
Methodology 25%
Environment & Sustainability 5%

Council for reuse in future projects.
Certified Quality Management system (ISO 9001:2015).
Certified Workplace Health and Safety system (ISO 45001:2018).
Prequalified contractor with the Department of Transport and Main Roads in roadworks Level
R2, bridgeworks Level B3.
Scored highest for both price criteria and combined price and non-price criteria.
Refer to Attachment 1 - Weighted Attribute Evaluation Spreadsheet for a summary of the evaluation.
3. Access during construction
The project will cause some disruption to traffic at the bridge site. As the bridge will be fully closed
during construction, a detour will be implemented along Lawnville Road in Black Mountain and
through the township of Cooroy.
In the lead up to the bridge closure, residents will be informed of the traffic changes using Facebook,
project newsletters and variable message boards which are to be installed on both bridge
approaches prior to the bridge closure and detour implementation.
4. Program
Ark Construction Group Pty Ltd is adhering to the contract specifications, which is based on the grant
funding milestone date requirements which Council and the Federal Government have agreed upon.
Anticipated construction start date: mid to end May 2022
Anticipated construction end date: mid to end September 2022
Ark to start pre-ordering materials with long lead times as soon as possible after contract
award.

Finance
The current allocated budget to the Cooroy Belli Creek Road Bridge replacement project is
insufficient to cater for the tender award due to unforeseen market price increases since the initial
budget was set at the grant funding application stage. Key reasons are:
Saturated market - pricing is consistent with the current market, with limited specialist bridge
contractors available but significant demand for bridge and similar civil construction work
currently occurring, being driven in part by grant programs such as the Bridge Replacement
Program
Continuing increase of construction material market pricing.
The result is a tendered cost above original budget estimates which were prepared and submitted
with the bridge grant application nearly two years ago.
Staff developed a budget strategy with the aim to resolve the budget insufficiency which looked at
extending asset lifespan of other bridge projects which are currently co-funded by the Federal
Bridges Renewal Program.
Rescheduling the Lawnville Road Bridge replacement project into a future year of the 10-year capital
works program and redirecting a part of the current allocated budget from this bridge project into the
Cooroy Belli Creek Road Bridge budget will resolve the budget shortfall.
With additional grant funding, based on current market pricing expectations it is expected both
projects could still be successfully delivered without additional Council contribution on top of the
current budget provided Council is successful in securing the additional Bridge Renewal Program
funding as set out in the revised funding strategy tables below.
Section 7
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 APRIL 2022
Therefore, staff will:
- Submit a request for an increase in grant funding for the Cooroy Belli Creek Road Bridge on a
50-50 basis for the budget shortfall.
- Withdraw the Lawnville Road Bridge project grant funding from the Bridge Renewal Program,
round 5.
- Reapply for grant funding for the Lawnville Road Bridge project under the Bridge Renewal
Program, round 6:
i. with a revised cost estimate.
ii. reschedule the Lawnville Road Bridge Replacement project in the capital works program if
successful. The revised funding strategy is summarised and detailed in the tables below:
Cooroy Belli Creek Road Bridge replacement, project cost
Item Cost (excl. GST)
Costs Year to Date (March 2022) $163,000
Tendered Contract Value $1,011,420
Consultants, staff and superintendent costs, levies, and project allowance $219,110
Total project cost $1,393,530
Cooroy Belli Creek Road Bridge replacement, funding strategy
Funding source Cost (excl. GST)
Currently approved grant contribution $450,000
Currently approved Council contribution $450,000
Subtotal – currently approved $900,000
Additional grant increase (request to Federal Bridges Renewal Team) or reallocate $246,765
part of the grant contribution from Lawnville Road Bridge
Additional Council contribution increase (either cash reserves or utilising part of the $246,765
existing Council contribution from Lawnville Road Bridge project)
Subtotal – additional $493,530
Total project funding amount, matching required project budget $1,393,530
If Council is unsuccessful in obtaining the additional grant increase, a larger part of the existing
Council contribution for Lawnville Road Bridge project funding will be utilised to cover the shortfall.

concrete deck units may have lead time issues, mainly due to high demand.
The contractor is aware and will manage this risk and work closely together
with Council's project team to minimise residual timing risk.
The contractor confirmed that if this risk occurs, there will be no cost variation
to Council, if we award the tender on 22 April 2022.
Staff capacity of Council’s Procurement team is sufficient to meet this
deadline.
Safety Risks Mitigation
Site safety The contractor has extensive experience with similar works and would be
appointed as the Principal Contractor, being responsible for all Workplace
Health and Safety of the site.
Prior to construction commencing, workplace health and safety and
construction management plans will be required to be submitted to Council
for review.
Regular audits on contractor compliance with these approved plans will be
undertaken by Council and WH&S teams throughout the construction.
High-risk work using The contractor is accredited to AS 45001 (Occupational Health & Safety
machinery and hoisting Management) and the contractor has demonstrated their capability through

The contractor is experienced having successfully completed several similar
types of bridge replacement projects within the past years, moreover the
contractor was principal contractor for the Cooroy, Mary River Road Bridge
replacement project, which was completed in early 2019.

Finance
The use of suppliers on this panel arrangement will be funded in accordance with the Council
branch’s allocated project budget.
Risks & Opportunities
Establishment of a panel arrangement reduces the risks associated with engaging these services,
ensuring that approved suppliers have the appropriate insurances and assessment of core criteria
is undertaken as part of the tender process. The panel arrangement also is an effective way to
reduce the workload on both Council and contractors to undertake work in a timely manner, while
still ensuring compliance with Council’s Procurement Policy.
The development of a panel management plan will provide internal staff guidance in relation to the
selection of contractors from the panel and assessment of contractor performance.
The recommended panel of suppliers provides an opportunity for Council to share the resulting
arrangement with other Councils to procure these services.

3 T00043 – ICT MANAGED SERVICES – TENDER AWARD
Author ICT Manager, Justin Thomas
Corporate Services Department
Index ECM/Subject\Contracting\Tenders
Attachments 1. Tender Evaluation Matrix
EXECUTIVE SUMMARY
This report provides a recommendation for the tender award to the preferred contractors for ICT
Managed Services in four (4) separable portions.
The separable portions include Managed Network Services, Managed Unified Communications
Services, Managed Telephony and Service and Managed Azure Services.
In accordance with Council procurement policy and procedure, an Invitation To Tender (ITT) was
initiated and attracted fifteen (15) responses, with the conforming responses considered for further
assessment.
RECOMMENDATION
That Council note the report by the ICT Manager to the Services and Organisation Committee
Meeting dated 12 April 2022 and
A. Award Contract T000043 Provision of Telecommunications and Cloud Managed Services to
the following Contractors for an initial term of three (3) years:
1. Separable Portion 1 – Managed Network Services to Nexon Asia Pacific Pty Ltd (Nexon);
2. Separable Portion 2 – Managed Unified Communications Services to Optus Networks
Pty Ltd (Optus);
3. Separable Portion 3 – Managed Telephony and Services to Optus Networks Pty Ltd
(Optus);
4. Separable Portion 4 – Managed Azure Services to Codify Pty Ltd (Codify).
B. Approve the CEO to delegate the authority to extend the Contract for up to three further periods
of twelve (12) months each, subject to the performance of the suppliers under the Contract.
REPORT
5. Background
Council uses managed ICT services to:
provide reliable, secure, modern, and expertly supported infrastructure in purpose-built data
centres;
have agile ICT infrastructure able to respond quickly to Council requirements; and
avoid expensive technical expert positions at Council (including system architects, network
engineers, server engineers, and database administrators).
A specification for these currently contracted services was developed and reviewed by security
consultancy RIoT Solutions for cyber security requirements and amended. The specification was
then reviewed by a consultant Peak Services to ensure the specification was contemporary and
sufficiently generic to attract market interest.
6. Procurement Process
In accordance with Part 3 of the Local Government Regulations and Council Procurement Policy,
Page 27 of 40
Section 28
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 APRIL 2022
Council invited written tenders for the ICT managed services for an initial contract term of three (3)
years, plus three (3) extra terms of up to twelve (12) months at Council’s sole discretion.
An Invitation to Tender (ITT) was issued in four separable portions to encourage responses by
companies with specific expertise. Fifteen (15) submissions were received with some respondents
providing responses on multiple portions. The ITT was released via VendorPanel 14 October 2021
and closed 25 November 2021 with the following number of submissions received to each separable
portion:
Separable Portion Number of submissions
Separable Portion 1 – Managed Network Services 11
Separable Portion 2 – Managed Unified Communications Services 9
Separable Portion 3 – Managed Telephony and Services 5
Separable Portion 4 – Managed Azure Services 11
7. Tender Assessment
The tenders were evaluated using the following price and non-price criteria:
Criteria Weighting
Functional requirements 25%
Contract experience and capacity 20%
Methodology 10%
Contribution to local economy 5%
Price 40%
Council engaged an external procurement consultant from Peak Services to oversee the tender
process and probity; and to provide an independent evaluation of the responses, scoring
independently from two (2) Council evaluators.
The final stage of the tender assessment required the shortlisted responses to undertake a financial
capacity assessment provided by an external financial expert. The financial capacity assessment
found all preferred contractors had capacity to deliver the requisite services.
As a result of the full tender criteria and additional financial capacity assessment processes, the
evaluation panel recommend the following respondents as most advantageous to Council, and be
awarded to each separable portion as follows:
Separable Portion 1 – Managed Network Services to Nexon;
Separable Portion 2 – Managed Unified Communications Services to Optus;
Separable Portion 3 – Managed Telephony and Services to Optus;
Separable Portion 4 – Managed Azure Services to Codify.
8. Separable Portion 1 – Managed Network Services
This portion of the Contract provides telecommunication services linking Council offices, internet
access for staff and the public at community facilities including libraries, and management of the
network devices linking offices. This portion will upgrade the internet speed of most sites.
Nexon’s submission is most favourable to Separable Portion 1 – Managed Network Services based
on their response demonstrating:
The highest total score of price and non-price elements;
Provision of these services to Council since December 2013, delivering reliable managed
network services with effective Australian based support and mature incident handling
processes using expert technicians.
Nexon is a low-risk choice with extensive experience providing these services to organisations
and is the lowest change risk being the incumbent provider.
Section 29
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 APRIL 2022
9. Separable Portion 2 – Managed Unified Communications Services.
This portion of the Contract provides the telecommunications infrastructure to allow Council to make
telephone calls, teleconferencing, video conferencing and instant messaging.
Optus’s submission is most favourable to Separable Portion 2 – Managed Unified Communications
Services based on their response demonstrating:
Overall highest total score of price and non-price elements;
Optus provides enterprise capabilities including online portals, extensive Australian based
support services and a highly available design using data centres in both Melbourne and
Sydney.
Optus is a low-risk choice with experience providing similar services to other organisations
including Redlands City Council.
10. Separable Portion 3 – Managed Telephony and Services
This portion of the Contract provides mobile phone and associated services. Council has mobile
phone services with Telstra (224 services) and Optus (168 services). Mobile services are used for
mobile phones and systems including lift phones, monitoring septic tank and leachate systems, fire
alarm panels, security alarms, solar power system monitoring, surveillance cameras, backup
telecommunication links for Council offices, and tablet or laptop computers.
Optus’s submission is most favourable to Separable Portion 3 – Managed Telephony and Services
based on their response demonstrating:
Overall highest total score of price and non-price elements;
Optus has been the provider of mobile services to Council since 2018 with a fast and reliable
network, quick provisioning of new services, responsive service including during the COVID-
19 pandemic, easy to use online portals and proactive account management; and
Optus is a low-risk choice with extensive experience providing these services to Council and
government agencies including Redlands City Council and the City of Gold Coast.
Responses included proposals using Telstra, Optus and Vodaphone mobile networks. The networks
have their own coverage issues. There is a gap in mobile phone coverage at Kin Kin township for
Optus and Vodaphone where Telstra have coverage. The ICT branch experience is Optus provides
more reliable coverage and faster speeds in parts of the shire including at the Tewantin office, Noosa
North Shore Holiday Park, and Pomona waste transfer station. A Council mobile phone will use any
available mobile network for 000 emergency calls. Council does not have to use a mobile provider
exclusively and services could be selected to suit needs (for example, mobile services provided by
Council to the State Emergency Services remaining on Telstra), but Optus would be the default
provider with a goal of migrating mobile services to Optus.
11. Separable Portion 4 – Managed Azure Services.
This portion of the Contract provides management of cloud computer processing and storage
infrastructure. This cloud infrastructure enables Council officers to logon to Council computers, store
electronic documents and run software applications used by the Aquatic Centre, The J, Leisure
Centre, Libraries and Noosa Community Care.
Codify’s submission is most favourable to Separate Port 4 – Managed Azure Services based on their
response demonstrating:
Overall highest total score of price and non-price elements;
Exemplary provision of these services to Council since 2019 including suggesting changes to
reduce costs, providing expert urgent out of hours assistance, proactively improving Council’s
cyber security and proactive account management; and
Codify is a low-risk choice with extensive experience providing these services to Council and
government agencies including the Queensland Department of Justice and Attorney-General.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 12 APRIL 2022
4 NOOSA SHIRE COUNCIL SPECIALISED SUPPLIER LIST
Author Procurement and Contracts Advisor, Leigh Mooney
Corporate Services Department
Index ECM/ Subject/ Purchasing and Supply Matters
Attachments Nil
EXECUTIVE SUMMARY
The procurement of all Council’s goods and services must be carried out in compliance with the
Local Government Act 2009 (‘the Act’) and the Local Government Regulation 2012 (‘the Regulation’).
The Regulation provides for the procurement of medium-sized and large-sized contracts, and also
allows for exceptions to these requirements under certain circumstances such as the approval of a
supplier being deemed a specialised provider.
This report seeks the inclusion of both SEEK Limited and LinkedIn Corporation to Council’s current
Specialised Supplier List for online recruitment platform services.
RECOMMENDATION
That Council note the report by the Procurement & Contracts Advisor to the Services & Organisation
Committee Meeting dated 12 April 2022 and add SEEK Limited and LinkedIn Corporation to the
current Specialised Supplier list for the remaining term of the list’s validity period, being to 21 October
2022.
REPORT
The Regulation provides for different methodologies to establish medium and large sized contracts.
Medium sized contracts, defined as being of contract value greater than $15,000 and less than
$200,000 (exclusive of GST), require three (3) written quotations to be invited.
Large sized contracts defined as being of contract value greater than $200,000 (exclusive of GST);
require written tenders by public invitation.
The Regulation (Section 235) allows exceptions to these requirements under certain circumstances,
including where the suppliers are sole or specialised providers of a good or service:
A local government may enter into a medium-sized contractual arrangement or large-
sized contractual arrangement without first inviting written quotes or tenders if—
(a) the local government resolves it is satisfied that there is only 1 supplier who is
reasonably available; or
(b) the local government resolves that, because of the specialised or confidential nature
of the services that are sought, it would be impractical or disadvantageous for the local
government to invite quotes or tenders.
An immediate need has been identified by Council’s People & Culture branch to seek the inclusion
of both SEEK and LinkedIn, to the Specialised Supplier list previously adopted 21 October 2021, for
specialised online recruitment platform services (refer Table 1) for the remaining term of the list’s
validity period.

Reason For SEEK is a high volume solution within LinkedIn is a global social media

candidates who are actively looking aimed at potential candidates who are

and compelling reasons for professionals
to submit their CV via a simple ‘one-

A resolution to add these suppliers to the current Specialised Supplier list will allow Council to engage
with these specialised suppliers in a more timely manner than if inviting quotes or tenders.
Previous Council Consideration
Ordinary Meeting Minutes, 21 October 2021, Item 5, Page 11
That Council note the report by the Procurement & Contracts Advisor to the Services & Organisation
Committee Meeting dated 12 October 2021 and
A. Adopt the Sole Supplier list provided at Attachment 1 to the report for the next twelve (12)
months; and
B. Adopt the Specialised Supplier list provided at 2 to the report for the next twelve (12) months.
Finance
Historically, Council has budgeted approximately $50,000 (excl. GST) per annum to these services.
Risks & Opportunities
Due to low unemployment and a ‘raging war for talent’, the traditional sources of candidates (e.g.
Job Boards) are not providing as many suitable job seekers. As such, there is real risk to Council
associated with not broadening the talent pipeline via the addition of these specialised suppliers for
the engagement of the quality candidates in a timely manner.
Due to the unprecedented ‘war for talent’, additional budget may require consideration to ensure
Council’s ability to attract suitable talent.

EXECUTIVE SUMMARY
This report is seeking approval for a proposed interim management agreement at Noosa River
Holiday Park from 1 May 2022 to 16 October 2022 to allow sufficient time to finalise a comprehensive
review of Council’s park management and operating approach to inform a tender process for the
provision of management services later this year.
RECOMMENDATION
That Council note the report by the Property Advisor – Commercial Property to the Services &
Organisation Committee Meeting dated 12 April 2022 and authorise the CEO to enter into an
extension to the current interim management agreement with Anvera Pty Ltd trading as Dineen
Tourism Management commencing 1 May 2022 to 16 October 2022.
REPORT
The current managers of the Noosa River Holiday Park, Anvera Pty Ltd trading as Dineen Tourism
Management Park Pty Ltd have been satisfactorily managing the Noosa River Holiday Park since 1
June 2017 under the current management agreement tenure. The current management agreement
is due to expire on 30 April 2022, including the 1 year option period and an extension to the option
period.
Council’s Property Branch is undertaking a detailed and strategic review of management and
operating models, which includes post-Covid-19 industry change and caravan and camping trends.
The review is expected to conclude at the end of the 2021/2022 financial year. This report is seeking
an extension of the existing management agreement to 16 October 2022 to allow business continuity
while the strategic review is underway in advance of a tender process for management services
which will commence after the cessation of the 2022 June/July school holiday period.
Accordingly, this report seeks Council approval to extend the current management agreement for a
further period 5 and half months commencing 1 May 2022. The incumbent has satisfactorily
discharged its obligations in relation to the current agreement to date. The proposed timeframe
allows Council sufficient time to undertake the review to inform a new tender process for the provision
of management services. The current manager has agreed to the proposed extension period.

Risks & Opportunities
Risks
Failure to extend the existing management agreement at Noosa River Holiday Park will not allow
enough time for the review to be completed prior to the tender process proposed later this year.
Opportunities
The extension to the management agreement at the Noosa River Holiday Park will allow Council
sufficient time to review industry management models, Covid-19 industry impacts and caravan and
camping trends to inform a new tender process for management services which is proposed to
commence at the cessation of the 2022 June/July school holiday period.
Extension of the management agreement aligns with Theme 5 of Council’s Corporate Plan –
Excellence as a Council – Maximise financial opportunities for Council land holding for the purpose
of maximising non-rate revenue.
