The original assessments relied on future landholders being able to manage the onsite vegetation as per the current scenario which includes mowing and the management of all understorey and mid-storey fuel loads. The introduction of the vegetation protection covenant in close proximity to the approved building envelope removes this ability to manage fuel loads close to the house site. In this regard, additional tree clearing is required to ensure that a future dwelling within the new allotment can still be aaorded a reasonable bushfire setback without the need to manage vegetation within the adjoining covenant area.
