GENERAL COMMITTEE MEETING AGENDA 17 FEBRUARY 2020

As the proposal seeks to preserve the 5 metre landscaped buffer within the setback area, this is
likely to provide added stability and therefore the cantilevered design is considered appropriate in
this instance.
No further issues have been raised as a result of the internal referrals noted above.
6. CONCLUSION & REASONS FOR DECISION
The proposed development to construct a detached house consisting of a basement level,
ground level and upper level seeks a boundary relaxation to the rear, coastal boundary. The
encroaching elements of the building include ground floor deck, upper balcony and upper level
roof overhang resulting in a minimum setback of 4.1m to the OMP on the roof overhang and 5m
to the face of the deck and balcony. The basement level is set back the required 6 metres from
the boundary. The Natural Resources Overlay applies to the development and requires in a
Specific Outcome of the code, a minimum 6 metre setback. The purpose of the overlay code is to
protect the coastal processes and dunal systems and mitigate the impact of erosion in the
coastal zone. Draft coastal hazard mapping demonstrates that current modelling excludes this
site from the potential erosion prone area. With the cantilevered design, the proposal is
considered to have little or no detrimental effect on the natural coastal processes as the building
elements do not touch the ground.
The application is recommended to the Council for approval.
