INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 14 OCTOBER 2014

Policy
Local governments in Queensland have a responsibility to manage and enforce the conditions of
the Animal Management (Cats & Dogs) Act 2008 within their boundaries.

The inspection program fits into Council’s compliance and enforcement policy.

Previous Council Consideration

There is no previous Council consideration relevant to this report.

Finance & Risk
Finance
The total cost of the project is estimated at $74,000.

This is based on employing three staff at Level 2.1 casual rates for 16 weeks ($65,000.00), the
hire of two vehicles at $1000 per month per vehicle ($8,000), plus advertising, as outlined above
at an estimated cost of $1000. (Note: Lower vehicle hire costs may be possible pending the
availability of organisational pool vehicles, in lieu of hire cars).

The revenue resulting from an increase registration of 1500 dogs (which is a conservative figure)
is estimated at $75,000. This is based on an average of $50 per dog registration. There is also
potential for additional revenue resulting from fines for non-compliance with the Local Law which
is more difficult to quantify.

The previous experience of the Sunshine Coast Council suggests that the cost of running the
inspection program will be covered by the increase in revenue generated from new dog
registrations.

Risk
Implementing this program will significantly reduce the number of unregistered dogs and enable
improved management of dogs within the Noosa Shire.
