DOCUMENT INFORMATION
File No ECM/Project/Free Holiday Buses
Author Project Officer – Transport, Transport Infrastructure Management
SUMMARY/PURPOSE
The purpose of this report is to seek council’s formal approval to proceed with a Free Holiday
Buses initiative for 8 days over the Easter 2014 period, and utilise the Noosa Heads Lions Park
for car parking purposes for 17 days over the Easter 2014 school holiday period.
BACKGROUND INFORMATION
The Free Holiday Transport concept was conceived by Noosa Council following
recommendations from a report to the Works and Community Services Portfolio (dated
7/11/2000). The report identified poor road network performance that included vehicles queuing,
with travel time from Noosa Drive to the Spit and back exceeding 40 minutes. Large delays
adversely affected mobility with many locals avoiding the precinct. Further, bus travellers were
forced to wait in long queues reducing the attractiveness of buses as an alternative to the car.
Initially the service was a Park and Ride shuttle between Weyba Road and Hastings Street.
These short-term strategies were improved each year, and free services during Easter were
included from 2005 to 2009. 2009 saw the amalgamation of the Noosa, Maroochy and Caloundra
Councils, and the subsequent introduction of the Public Transport Levy (the Levy). Under the
Levy Policy, the Free Holiday Buses Program expanded to include the Maroochydore and
Caloundra areas. Due to increasing passenger demands, traffic congestion and transport
infrastructure, the program gradually expanded to include all Sunshine Coast bus services over
the Christmas/New Year period, however Easter free services were discontinued after 2010.
REPORT
1. Dates
The recommended dates for the Free Holiday Buses initiative are Monday 14 April 2014 to
Easter Monday 21 April 2014 (8 days).
Previous Easter Free Holiday Buses have been offered for the four (4) day Easter period only.
Feedback received has indicated that this timeframe is insufficient. In order to offer a longer
timeframe to residents and visitors, and better value for money, an eight-day period has been
recommended. The suggested period is anticipated to be the most effective timeframe, as it is
the second week of school holidays, and includes the Easter long weekend.

2. Approvals
TransLink Transit Authority (TTA) has provided in principal support of the initiative for Noosa
specific services only, and not for services that cross the Sunshine Coast Regional Council
border. Formal approval and quotation has been received..
Correspondence has also been forwarded to Sunshine Coast Council inviting them to participate
in the Easter Free Holiday Buses initiative, should Council resolve to proceed.
3. Free Services
The following five Noosa-specific TransLink services, currently operating 7 days a week, are
recommended for inclusion in the Free Holiday Buses initiative:
Route 626 – Tewantin to Sunrise Beach via Noosa Heads
Route 627 – Tewantin to Sunshine Beach via Noosa Heads
Route 628 – Noosa Parklands to Noosa Junction, via Noosa Civic
Route 629 – Tewantin to Noosa Junction via Noosa Civic
Route 632 – Noosa to Cooran via Cooroy and Pomona
Four additional TransLink services operate throughout the Noosa region that also travel across
the Sunshine Coast border into Maroochydore, Nambour, Eumundi etc (Routes 620, 622, 630
and 631). As these services will not be offered for free, to cater for the residents between
Peregian Beach and Sunrise Beach, and the influx of people in the Noosaville precinct, the
following additional shuttle services are required:
064 (shuttle) – Peregian Beach to Noosa Heads from 8am to 6pm
065 (shuttle) – Noosa Junction Park & Ride to Noosaville (intersection on Eumundi – Noosa
Road / Hilton Tce) from 9am to 4pm.
It should be noted that additional enquiries need to be made with TransLink and Sunbus to
determine whether one shuttle on Route 065 (Noosa Junction to Noosaville) will be sufficient, or
whether two will be required. Two buses have been provided on this route previously. Should
two buses be required, additional funding will be required for the second bus, at an estimated
cost of $15,000.
Service frequencies and coverage are shown in Table 1 below. This table also highlights the
services that intersect at the main stops across the region. Routes 626 & 627 are scheduled
(traffic permitting) to offer a 15 minute frequency at Noosa Junction, Noosa Heads and
Noosaville (river). With additional holiday traffic and influx of people in the Noosa area, these
services have previously been insufficient to cater for demand at peak times. Route 065 (shuttle)
is designed to cater for this overflow, and can be dispatched as and when required.

4. Historical Easter Passenger Data
The data contained in Tables 2 and 3 below demonstrates the significant increase in public
transport patronage as a direct result of the Free Holiday Buses initiative. For example, the
average boarding numbers for the 5 Noosa services over the last 3 years (no free services
offered), were 4,723. In comparison, the combined total of these 5 services in 2010 (where free
Easter services were provided) was approximately 13,000 passengers. The remaining 3,550
were carried by the additional shuttle services.

5. Noosa Heads Lions Park Car Park
For many years, the Noosa Heads Lions Park has been used as a paid car park during peak
holiday periods. The current arrangement is:
The Tewantin-Noosa Lions Club manage the operation of the car park from 8.30am to
6.00pm daily.
Vehicles are charged a flat rate of $10 (inc GST) per day or part thereof.
The Lions Club receive 60% of the parking fees, less council’s GST obligation. (e.g. for the
18 day 2013/14 new year period, the Lions Club will receive $29,885).
The remaining 40% of the revenue from the Lions Park is utilised to fund traffic control staff
and park regeneration.
This report recommends utilising the Noosa Heads Lions Park as a car park for the period
Saturday 5 April 2014 to Monday 21 April 2014 (17 days).
Section 7
INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 28 JANUARY 2014
Should the park not be utilised for car parking purposes, funding will need to be obtained from
another source for traffic control staff.
It should be noted that the Noosa Heads Lions Park car park will be occupied by events from 22
April 2014 through to late May 2014 (Noosa Sports Festival on 26 April and the Noosa Food &
Wine Festival on 15 May). The use of the park as part of the Easter Holiday Transport program
will essentially make the park unavailable for public open space for the majority of April and May
2014. The extended use of the public park may attract negative community feedback. The long-
term impact of additional use of the park should also be considered.
6. Traffic Control
During peak holiday periods, traffic control staff are employed on Noosa Parade. The overall
purpose of traffic controllers in the Noosa Heads precinct is:
to improve accessibility to the Noosa Heads – Noosaville areas
to minimise traffic disruptions in the Noosa Heads – Noosaville areas
to give priority to buses and pedestrians
to keep vehicle traffic moving so buses are not sitting in queues.
This report recommends employment of a minimum of one traffic control staff member per day
over the Easter school holiday period, on an as-required basis.
BUDGET & FINANCIAL ASPECTS
The initiative is proposed to be funded by Council’s Public Transport Levy, at an estimated cost
of $82,500. This cost may increase if it is deemed necessary to provide an additional bus for
Route 065 (shuttle) to cater for passenger demand. The $82,500 is made up as follows:
Services = $49,500
Five existing TransLink (Sunbus) services – council reimburses TransLink for loss of revenue
(estimated at $19,500)
Two additional shuttle services (one bus on each route) – council pays the full cost of the
service to the operator (estimated at $30,000).
Marketing = $33,000
Estimated marketing costs include: development, print and distribution of brochures and posters,
directional signage, bus decals, street banners, VMS boards, newspaper advertising, customer
survey and analysis, and passenger assist staff at Noosa Heads.
Budget: Public Transport Levy – Project No. 100540 (Budget review will be required to increase
budget to include Easter services).

WASTE MANAGEMENT
4.2 KERBSIDE BULK WASTE COLLECTION SERVICE 2014
DOCUMENT INFORMATION
File No ECM/Subject/Kerbside Collection Service
Author Acting Director Community Infrastructure
Co-ordinator Waste Management
SUMMARY/PURPOSE
This report provides further detail on the proposal to re-introduce a kerbside bulk waste collection
service for residents in the Noosa Council area.
BACKGROUND INFORMATION
A kerbside collection service was previously offered to Noosa residents prior to amalgamation in
2008 and this service ceased after this date. At the Ordinary Meeting held on 2 January 2014
Council resolved:
“That Council note the report by the Interim Director Community Infrastructure and
Co-ordinator Waste Management to the Ordinary Meeting dated 2 January 2014 and
approve the re-introduction of a kerbside collection service.”
The current waste collection contract with Cleanaway includes provision for the delivery of the
service by Cleanaway, if requested by Council.
PREVIOUS COUNCIL CONSIDERATION
A short preliminary report on the kerbside bulk waste service was discussed by Council on 2
January 2014. Council endorsed the reintroduction of the service subject to a more detailed
report that would be presented to the Infrastructure and Services Committee on 28 January
2014.
REPORT
Since the removal of the annual kerbside collection service there has generally been an increase
in the incidences of illegal dumping across the Noosa region and as a result there is significant
community interest in the return of the annual kerbside bulk waste collection service.
It is proposed that a kerbside bulk waste service be re-introduced along similar lines to the pre-
2008 arrangement, where the service:
was provided to domestic premises only;
allowed a maximum volume of waste of 3 cubic metres per property;
excluded a range of items such as chemicals, liquid waste, oil, tyres, gas bottles, asbestos,
sheet glass; and
provided for the recovery of recyclable waste through a sorting process at the landfill.
Section 10
INFRASTRUCTURE & SERVICES COMMITTEE MEETING AGENDA 28 JANUARY 2014
Issues for consideration:
There are potential public liability risks associated with the storage of dangerous items on a
public footpath overnight. In order to mitigate these risks, residents will be advised that they
must dispose of dangerous items or chemicals in the usual way directly at a tip. If residents
are unable to dispose of items this way further guidance will be provided on how they can
do this safely.
The collection will not accept:
o Loose rubbish (not boxed)
o Batteries, tyres, oils, petrol’s, etc.
o Gas bottles, oil filled heaters, flammable items
o Asbestos (fibro) soil, stones or sand
o Chemicals or paint (tins must be empty)
o Loose garden refuse (not bagged or bundled)
o Tree trunks or stumps
o Material or items in excess of two metres in length/height or width
o Heavy materials – i.e. items not capable of being loaded by two employees
o Fire extinguishers and flares
o Excess quantities or items placed out in an unacceptable manner
Residents will be advised that all rubbish must be placed on the footpath edge (NOT in the
gutter) on the Friday evening before the Saturday collection day. Collections will start at
6.00am on Saturday and will be completed by that afternoon.
The timing for the delivery of the service period should ideally avoid summer
storms/cyclones as there is the potential for material stored for collection to be scattered
and present a hazard.
Additionally, the timing should take into account the aesthetic impact of storage of waste on
the footpath which detracts from the visual amenity of the Noosa tourist region. Therefore it
should preferably be provided outside high tourist visitation periods, (i.e. avoiding school
and public holidays).
For the reasons outlined above, it is proposed that the 2014 kerbside bulk waste service is
delivered over a 7 week period between 26 April and 7 June 2014. The precise details of
collection times for suburbs are as follows:

2015.
The following communications plan has been developed in conjunction with Cleanaway including:
Adverts in the Noosa News and Noosa Today over two weeks commencing 7 April; and
A4 flyer advertising dates and details delivered to all residential addresses during the week
commencing 7 April.
Both of these activities will be funded by Cleanaway.

Council communications activities include:
Media release on 14 April;
Promotion of the collection service on Council’s Facebook page;
Promotion of the collection service on Council’s website homepage; and
Council’s eNews service (if available).
BUDGET & FINANCIAL ASPECTS
A provision has been made for a kerbside bulk waste collection service in the adopted budget
and a breakdown of the estimated costs is as follows:
Collection of domestic waste from the kerbside by Cleanaway $103,000
Sorting of Recyclable waste at the landfill $ 4,000
Advertising and promotional brochures $ 3,000
Net cost of the kerbside service $110,000
RECOMMENDATION
That Council note the report by the Acting Director Community Infrastructure and Co-ordinator
Waste Management to the Infrastructure & Services Committee and approve the provision of a
bulk waste kerbside service to serviceable domestic premises over a period of 7 weeks from late
April to early June 2014.
