Good afternoon Lisa,
I appreciate your patience in allowing our team to discuss your requests and to amend the Visual
Impact Assessment Report (VIAR) to address Council’s concerns.
Please see attached the updated response to the information request – containing the updated VIAR.
In summary:
    1. All photos (included in the report) that were attained by IRIS now show the indicative location
of the proposed facility. Please refer to Point 3 regarding line of sight.
   2. All photos (included in the report) that were attained via property websites have amended title
descriptions to avoid confusion. These photos were not intended to provide additional
viewpoints towards the proposed facility but rather, to describe other viewing platforms and the
       general landscape of the area.
   3. A cross-section has been provided for ALL images that do not currently have reference to a
photomontage. The newly added cross-sections for each viewpoint demonstrates the large
separation distances, intervening vegetation and land forms that will obstruct views of the
facility. The new cross-sections generated for all of the remaining viewpoints confirm that
photomontages from these locations would not produce a useful visual aid.
   4. Figure 6.2 – ‘Zone of Visual Influence’ has been modified to identify areas where a portion of
        the monopole may be visible.
We trust that this information has adequately addressed Council’s concerns. Nbn respectfully
reiterates that the report analysis has concluded that the expected visual impact from all viewpoints
will be either minor adverse or negligible.
We intend to commence public notification on Friday 31 May 2019. Please contact me if you wish to
discuss any of the changes.
Kind regards,
Max Peel

Hi Max,
As per our earlier conversation regarding the visual analysis submitted with the
information response. With respect to the visual analysis, items 2 & 3 of Council’
information request have not been addressed adequately.
I have concerns that Council’s request for visual representation has not been
represented visually for most sites. I understand where there may be a small impact this
may be difficult to do. However, all view photos should at least, show the extent and
location of the tower. Example only: viewpoint 7 – no photo montage of structure, only
an arrow and reference to a ridgeline. The words in the analysis suggest there is impact
‘ the upper portion of the tower may be seen above the ridgeline vegetation’. Please

provide photo montages for each of the sites.

Discussion and photos of residential properties have been included, but again where is
the tower with respect to it? Eg:

Additionally a view shed from each view point would provide a little more context and
depict the extent from each road. As it stands now it has only 1 direct line of sight – the
extent from any one area is difficult to judge.
This analysis gives me no idea the extent of the visual impact or how many properties
are potentially impacted.
Also as discussed, it would be an advantage to have some sort of structure/indicator
mark on the land to the height of the proposed structure, which would give a real sense
of the visual impact. If agreeable, erection during the public notification process would
the appropriate timing for this.
Please advise if your client is willing to provide some clarification outlined in this email
and timing around this.
Happy to discuss.
Kind regards
Lisa
