SUBMISSION OPPOSING SHORT TERM ACCOMMODATION IN RESIDENTIAL ZONING 30-32 James Street Noosaville, QLD 4566 This submission specifically objects to the application at 30-32 James Street, Noosaville but should be read to include all applications of this type that attempt to subvert the designated zoning such that Short Term Accommodation conflicts with the Residential Amenity expected in Residentially Zoned locations. Short Term Accommodation is the operation of a business in a residential location. It is a business that detrimentally affects residential amenity for noise, lighting and parking and these negatives can and do occur 24 hours a day, 7 days a week. No other business can be so disturbing. Businesses in industrial areas (car services including panel beaters, glaziers, metal fabrication, cabinet makers etc) operate only during daylight hours and mostly 5 days a week. Any claim to be providing a service is spurious. This STA push is driven solely by greed. The owner anticipates a greater financial return from offering STA than a longer-term lease. The operating model is to appoint an agent who has no control or influence of the bookings that are made using an anonymous online app. The agent organises cleaners and tradespersons, handles the monies and remits to the non- resident owner net proceeds of the rentals. There is no verification of the number or type of applicants and no consideration given to the neighbours’ amenity. The renters exploit this lack of oversight to ignore the conditions of occupancy so that schoolies and large party groups are able to rent which inevitably disturbs neighbouring residents. Another consequence of the STA is that it limits the number of properties available for long term rentals. Hospitality and service industry are finding workers hard to find and this has been attributed to the lack of affordable rental accommodation. STAs only increase this shortage. We live next to an intrusive and disturbing STA at 2/22 Elizabeth Street, Noosaville and experience the negative effects of noise, lighting, smoking and parking on our residential amenity and have had to complain many times to Council, the rental agents and the owners about these negative effects and anti- social behaviour as well. James Street is a narrow street with limited on-street parking. STAs seek to maximise rentals by providing maximum beds. In the case 2/22 Elizabeth Street there are nine beds but we have observed eleven or more occupants and up to seven cars, with six parked in the street. We urge Council to reject these attempts to subvert the established zoning system and restrict Short Term Accommodation to those areas currently designated for that use by the Noosa Plan 2020. Council should reject the proposal for STA at 30-32 James Street, Noosaville. ; Alan Beech Vo Bcc Kari Beech ‘i ~&-2o0 20 Elizabeth Steet 3g fee frorr 20 Elizabeth Street b= 6 tee Noosaville, 4566 Noosaville. 4566 [email protected]
