RECOMMENDATION
That Council note the report by the Director Corporate Services to the Planning & Organisation
Committee Meeting dated 19 August 2014 and:
A. Rescind the existing Entertainment and Hospitality policy that transferred to Council from
the Sunshine Coast Regional Council under the Local Government (De-amalgamation
Implementation) Regulation 2013; and
B. Adopt the new Entertainment and Hospitality Expenditure policy provided at Attachment 1
to the report.
REPORT
Section 196 of the Local Government Regulation 2012 (the regulation) requires Council to
prepare and adopt a policy about the local government’s spending on entertainment or
hospitality.
As part of the de-amalgamation process, the Sunshine Coast Regional Council’s (SCRC)
Entertainment and Hospitality policy transferred to Noosa Council. The SCRC policy is written to
complement that Council’s specific operational requirements. Inherited policies have been
progressively reviewed to ensure that they align with Noosa Council’s specific operational
requirements and cultural values.
The use of ratepayer funds for entertainment and hospitality requires tight guidelines to ensure
that expenditure is appropriate and meets the public interest test. The regulation provides
specific examples of what is considered reasonable expenditure on entertainment and hospitality
as part of normal Council business.
The policy in Attachment 1 has been framed in accordance with the examples contained in the
regulation, and benchmarked against other similar policies for a number of other Councils in
Queensland for consistency.
