PM Submission - Sarah Benecke - Ronald Edward Koyich - 132008.176.05
15 Aug 2023 - Attn: Noosa Council Assessment Manager - re: Application for Hotel
Development in Serenity Close, Noosa Heads Application No:132008. 176.05
As owners of 20/12 - 14 Serenity Close, Noosa Heads, we wish to voice serious objections to
aspects of the proposed hotel development:
1. Traffic
Grant Street is totally inadequate as the main ingress/egress from Serenity Close and the
proposed hotel, and the Council must open Banksia Avenue to through traffic to alleviate
this problem. Grant Street is narrow, heavily trafficked, and has small car parks which often
mean that parked cars/trucks are partially blocking the road. Pedestrians often walk on the
road. Most importantly, if the road is blocked by construction vehicles or garbage trucks,
there is nowhere to go - drivers have to wait, sometimes for 10 minutes or more. It is
impossible to imagine that construction vehicles of the size and number required to build
the hotel will be able to use Grant Street without seriously impacting residents' use of the
road.
2. Parking
Despite the proposed increase in the number of car parks in the hotel complex, it is
inevitable that some visitors, staff and tradespeople will prefer to park on Serenity Close.
This is a quiet, surburban street, which will be suddenly thrust into a clogged and busy
artery. There will inevitably be issues of road safety, and reduced parking for residents and
our visitors and contractors. We strongly request that the Council prohibits parking on the
full length of the hotel side of Serenity Close with a yellow "no parking" line.
3. Service Vehicles
It is unfair to have our peaceful life disturbed by delivery trucks and service vehicles using
the hotel entrance near the Serenity Close roundabout. We strongly request that Council
require the vast majority of deliveries and garbage removal to occur through the main
entrance to the hotel - "hotel's deliveries/garbage, hotel's problem not ours."
4. Pedestrians
Pedestrian access from Serenity Close and the proposed hotel to Noosa Junction and
Hastings Street are totally inadequate. In fact, quite 3rd world given the broken footpaths
and areas without any footpath at all, often forcing pedestrians using Grant Street to walk
on the road. It is nonsense to think that pedestrians exiting the proposed hotel will use
Banksia Avenue pathways as the Applicant has proposed. Pedestrians will take the shortest
and most obvious route, which is the totally inadequate Grant or Katherina Streets. The
Council needs to install proper footpaths on both sides of Grant Street and Katherina
Street.
5. Noise
The quality of life in our quiet residential neighbourhood should not be impacted by
excessive noise from the proposed hotel. We request the Council to make strict rules about
excess noise, and to enforce the rules once the hotel is operational. In particular, there
should be no rooftop dining/bars or similar, and limits on opening hours for swimming
pools.
