Officer: Billy Glover Direct Telephone: 07 53296109 Our Reference: MCU19/0132 Your Reference: 2095 29 November 2019 APPJ Holdings Pty Ltd C/- RG Strategic PO Box 1818 NOOSA HEADS QLD 4567 [email protected]; [email protected] Dear Sir/Madam Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU19/0132 Street Address: 24 Venture Dr Noosaville Qld 4566 Real Property Description: Lot 15 SP 216079 Planning Scheme: The Noosa Plan (8 June 2018) INFORMATION REQUIRED The information requested is set out below: Issue – Carparking and Operations (Planning) As per Probable Solution S7.1 of the Driveways and Carparking Code, on-site carparking for the proposed Entertainment and dining business Type 2 Recreation, amusement & fitness use is to be provided at the following rate. 1 space per 20m2, or part thereof, of use area; OR 1 space per 3 persons capable of being entertained at any one time, whichever is the greater. The submitted ‘Average Daily Member Usage’ data alone is not acceptable for Council to be able to support the proposed carparking on-site. Additionally, the data is not supported by relevant details and contains a discrepancy. In this regard, the details of the tenancy and gym (including the gross floor area, use area, carparking and membership level) has not been provided and the title of the data document states August and September however only 30 days of data is listed. Generally, it is desirable for traditional open access gyms to be located within business centres with shared carparking arrangements. Considering the presence of a mix of uses and subsequent varied peak parking demand periods centres typically provide suitable overflow carparking availability. Furthermore, centres have direct access to public transport and other services. These types of centre tenancies are generally found in the Shire Business Centre and Business Centre Zones within the Noosa Shire. Additionally, group training times and maximum numbers per group have not been provided within the application. Information Required Notwithstanding the above advice and should the applicant seek to pursue the proposal, provide details and material demonstrating compliance with Specific Outcome O7 of the Driveways and Carparking Code, prepared by a suitably qualified and experienced traffic engineer. This must be supported by parking surveys at 2 existing gyms of similar floor area and mode of operation. The gross floor area, use area, carparking and membership levels of those gyms must be provided. Surveys must be undertaken at appropriate times (time of year, days and hours) to ensure the results are representative of actual conditions. Notwithstanding item 1 above, should the submitted ‘Average Daily Member Usage’ data be used to support the response to Councils information request, the raw/source data and relevant details of the tenancy must be provided. The relevant details must include the gross floor area, use area, carparking and membership level. Provide the proposed group training times and maximum numbers per group. Issue – Carparking (Engineering) Council has a number of concerns with the submitted carparking arrangement – refer to drawing “Site Plan”, A.101, Rev B, dated 30/10/2019, prepared by Zest Design. The submitted plan: does not include the width of the access aisles; shows carparking spaces’ dimensions that do not comply with the user classes for the car parking facilities (as defined in AS/NZS 2890.1:2004) of the proposed development; it is Council’s opinion that the user classes for the car parking facilities of the proposed development are user class 1 for staff and user class 2 for customers.– this classification requires the parking bays to have a minimum width of 2.4m and 2.5m respectively; all car parking spaces must be suitably signed/line marked for its intended user shows conflicting vehicle parking movements: it is not clear how a vehicle parking/leaving carpark #3 will be able to do so if carpark #2 and staff carpark #18 are occupied; the in tandem motorcycle parking spaces, together with staff car park #18, at the southwest frontage of the building, have the potential to block a scooter parked on the most northwestern corner of the carpark. Information Required Provide detailed information that: includes the width of all access aisles and demonstrate they’re in accordance with AS/NZS 2890.1:2004; clearly shows the dimensions of the spaces and associated clearances in accordance with AS/NZS2890.1:2004 for the relevant user class (class 2) and AS/NZS2890.6:2009 for the parking for people with disabilities; shows vehicular movements for entering/exiting proposed car spaces – specifically carpark spaces #3, #4, #5, #10 and #18. Note: Council considers that an acceptable number of maneuvers to access the spaces is a maximum of: 3 movements for customer spaces; and 4 movements for staff spaces. Issue – Proposal Plans and Noise The proposal plans do not include elevations and sections of the building. Considering the existing building has roller doors and windows at the front elevation there is potential for noise impacts. The proposal plans may need to be updated considering the items above. Information Required Provide elevation and section plans of the building, including any resultant changes considering the items above. Demonstrate how noise will be mitigated from emanating from the building. Issue – Easement and Landscaping The proposal plans do not detail the easement and landscaping originally approved, at the rear of the site. Landscaping must be retained for a minimum of 15% of the site area (248m2), the proposal plans do not demonstrate compliance. Information Required Provide amended proposal plans accurately detailing the property boundaries, easement at the rear of the site and demonstrating compliance with Probable Solution S1.1 of the Landscaping Code. Issue – Bicycle Parking and End of Trip Facilities Details of bicycle parking and end of trip facilities have not been provided. Information Required Provide details of the proposed bicycle parking and end of trip facilities demonstrating compliance with S31.2 and S31.3 of the Business Uses Code. due date for response to information request The due date for providing the requested information is 2 March 2020.
