The vision of the Noosa Council for sport and recreation as stated in the Noosa Sport and Active Recreation
Plan (2018) is:
In cre a se d o ppo r tu n i ti e s fo r e ve r yo ne to pa r ti c i pa te i n s po rt a n d a ct ive re cre a t io n
so t he y ca n a ch ie v e l i fe - l o ng p hys i ca l a nd me n ta l he a l t h be ne fi t s .
All five (5) principles of the Plan provide guidance for the Complex and the master plan, with the key
elements being:
• Grass roots participation;
• Facilities are fit for purpose;
• Encouraging formal and informal participation, choice and catering for range of ages, abilities and
interests;
• Effective, efficient use of resources through partnering between community, commercial and
government providers; and
• Environmental responsibility through best practice use of resources and minimal environmental
impact.
The specific vision for the Cooroy Sports Complex is to:
Offer opportunities for the Cooroy community to be physically active and healthy through the provision
of a sport and recreation facility that maximises:
• Participation • Protection of its environmental values
• Accessibility • Management synergies across user groups
• Training and competition opportunities • Viability
• Events • Functionality.
The tenure of the Complex requires reviewing and updating to streamline and reduce the administrative
burden of tenure transfer to user groups and management of land usage agreements, by user groups and
Council.
Tenure
As detailed in Table 2, the Complex has a variety of land tenure and associated tenure arrangements for the
user groups. This creates additional complexity in developing and managing the site for both the user groups
and for Council. In order to support a more consistent tenure approach across the Complex, alternative
options to be considered in conjunction with the State include:
1. Freeholding the Lands Lease and the Crown reserves and transferring these to Council’s ownership; or
2. Council transferring the freehold sites to the Crown as Reserves and assuming control of these as
Trustee.
Given the complexity and unknown level of support of the State the preferred option is for Council to
transfer Freehold land to State Reserve and then be granted Trustee of the land. This will result in a
consistent tenure approach across the site, whilst retaining Council’s ability to manage the Complex for the
benefit of its community.
The plan at Section 9 indicates the recommended tenure boundaries to accommodate the user groups and the
facility amendments recommended in this master plan.
