Noosa councillors and officers.
I write regarding the above application for a 195-bed luxury hotel development at 3 to 7 Serenity Close Noosa Heads by the Calile Group.
I am a long term resident who has lived in Serenity Close for 16 years and Noosa Heads for over 23 years.
I am very concerned about a number of features of the proposed development as I believe are many other residents who have raised the proposal with me.
The council has always promoted the Noosa life style as being an important part of development approvals. This will be a true test of those values.
Quite frankly this development fails that test on a number of areas.
1. Residents right to the amenity of quite enjoyment of living in the area.
a. The scale of the development does not appear to be consistent with the values published by the council for a residential area.
The recent council rejection of the Noosa Springs hotel development would support this.
b. the plan does not specify the operation of any bars and function areas or if there is going to be any night club facilities. This raises the question has this been deliberately omitted.
The proposal only identifies bar and function areas, but not what there operations will be.
Presumably as there is no request for night club facilities the function areas could not be used for this type of operation.
As this is a residential neighbourhood there must be strict time limitations on any bar or function operations.
This is a very important question for the council to address.
Any bar facilities must be internal to the development and should be at least 30 metres from the Serenity Close boundary line.
Could the council please tell us how they have dealt with this issue.
2.Traffic management and public safety.
How have the council addressed the lack of infrastructure to cope with the increase in traffic.
All Noosa residents not only those in,Serenity Close,Grant St, and Katharina Stknow that Noosa parade and the roundabout at the junction is a major problem.
This is only going to exacerbate this issue.
This raises a key issue, how is the council going to manage this traffic management issue.
I would say residents are palpable about this issue particularly during holiday periods.
Access to the Junction and Sunshine Beach Road from Grant St is impossible as the traffic is backed up to the roundabout at the RACV resort. The Banksia St. closed de sac may need to be reopened,
Does the traffic management plan adequately cover these concerns.
It could even be said to be deficient in this area.
The council view on this issue would be very important.
How is the public safety issue being addressed by council.
There is no appropriate walking areas on Grant St.
All the locals know people have to walk on the street. A catastrophe waiting to happen.
The lane way through the "J" to Banksia St. is not really an alternative particularly in the evening.
Has the council considered speed limits and "no parking" areas for Grant Street and Serenity Close to ensure resident safety.
This is particularly important during "rubbish" collection days given the significant number of bins which must be collected in Serenity Close.
3. The development.
The development plan proposes that the buildings be set back some 6 to 8 metres from the boundary line and that all vegetation within that zone be protected.
How will the council identify all vegetation that must be protected.
Is there a plan to satisfactorily mark or tag vegetation to ensure that they are not removed as part of the site clearing works and what remedy does the council have if vegetation is inappropriately removed.
How will council ensure any delapidation report requirements are adhered to? What assurance can you provide local residents?
This is important issue in terms of set back approvals.
The design graphics provided by the developer show there is no conformity with the proposed set back requirements or protection of vegetation.
4.summary.
The council needs to ensure the issues raised above are appropriately addressed in considering whether to approve or reject the development proposal particularly:
a. Residents concerns are adequately addressed
b. Traffic and public safety issues have been appropriately considered.
c. Council's community values are adhered to.
Best regards
Ian Crow
