            Urbis has also undertaken a demand analysis adopting a white collar employment proportion of
            20%, as requested, with the results presented in detail in Appendix C – Commercial Needs
            Response Report.
            The key points from Urbis’ analysis, subject to the details set out in its Commercial Needs
            Response Report, are as follows:
            (d) total number of white collar jobs increases by approximately 32,540 jobs between 2013 and
                2031;
            (e) the additional jobs results in additional commercial office floor space demand at Noosa Civic
                increasing to approximately 5,450m2 and 10,090m2 respectively;
            (f) the increase in commercial office floor space demand of around 1,110m2 (27% market
                   share) and 2,060m2 (50% market share) over the 18 year period to 2031 equates to an
                   additional 60m2 to 114m2 per year.
            Consequently adopting a white collar employment proportion of 20% (compared to 13.7%) has
            an insignificant impact on the demand for office space at Noosa Civic.

3.21        Further Development of NBC
            “The application suggests the Noosa Civic expansion would act as a catalyst for future diversified
            development of the NBC but does not elaborate on how the proposal provides real drivers for
            such development. Provision of further supermarkets and DDSs in particular are considered
            unlikely to attract future diversified development.
            Further consideration could be given to other infrastructure that may provide attract knowledge-
            based commercial development, such as fibre optic cabling and a telecommunication exchange
            to provide high speed internet and a locational advantage for businesses.

            Information Required:
            35 Demonstrate how the expanded retail centre would “serve as a catalyst for future
                  development of the SBC” as stated in the submitted Town Planning Report.
            36 Provide comment on potential infrastructure or other development drivers that could
                  be incorporated within the Business Centre to attract future diversified development.”
            RESPONSE
            Successful activity centres or town centres comprise a broad mix of uses which contribute to a
            high level of activity or vibrancy. However, retail is considered a major catalyst for further
            investment and development of a town centre. Retail is the most important generator of activity
            because it is the land use that generates the most footfall. It attracts people and generates
            employment opportunities. Retail as an industry is also very successful. It involves a significant
            level of long term investment by centre owners. Consequently a successful retail-based centre
            confirms to other developers that a location is viable, which encourages further investment and
            development within the centre. Retail also promotes cross usage and synergies with other land
            uses. Retail activity benefits food and beverage, civic and cultural uses, medical and child care,
            as well as commercial office uses, which then provides cyclical support to retail development.
