MCU14/0106 & OPW15/0001 Information Request Response Report (absent appendices)
Noosa Civic Expansion
28 Eenie Creek Road, Noosaville and parts of the road reserves of Hofmann Drive and Walter Hay Drive
4 Traffic Engineering
4.1 Traffic
“The report does not include the historical and recent traffic count data upon which the various
intersection analyses were based.
Information Required:
37 Provide the historical and recent traffic count data upon which the various
intersection analyses were based and that substantiate the choice of design peak
hours for assessment.”
RESPONSE
Cardno has confirmed that historical and recent traffic count data which were used in the
intersection analyses have already been provided to Council as part of its traffic impact
assessment for the proposed development. The choice of design peak hours has been confirmed
as accurate.
4.2 Traffic
“The subject development will generate traffic volume increases substantially higher than those
expected to be generated by development consistent with planning scheme requirements for the
subject site. Traffic analyses should quantify these increases, and demonstrate that any
additional impacts on the local road network can be accommodated in the long term.
Information Required:
38 Amended traffic analyses quantifying the traffic volume increases by the development
over and above that consistent with planning scheme.
39 Demonstrate any additional impacts on the local road network can be accommodated
in the long term.”
RESPONSE
Please refer to Appendix D – Traffic and Transport Response for a complete response to this
item.
In summary, Cardno has advised the following:
(a) the traffic impact assessment dated November 2014 and provided as part of the application
material assessed the traffic impacts of two scenarios:
(i) the proposed development (22,920m2 of retail in Precinct E1) (Scenario 1); and
(ii) the proposed development plus 7,000m2 of commercial development (Scenario 2);
(b) Scenario 2 was based on future commercial market demand over a conservative planning
horizon, as outlined in Urbis' Noosa Civic Commercial Needs Assessment dated December
2014;
(c) In response to Council’s information request, two further scenarios, neither of which
represent realistic development scenarios based on the Applicant’s economic studies, have
been considered:
(i) Traffic generation based on development of Precinct E1 as commercial office space
at the maximum plot ratio specified in The Noosa Plan (4ha x 0.6 plot ratio =
24,000m2 commercial floor space) (Scenario 3); and
(ii) Traffic generation based on development of the undeveloped portions of Precincts
E1 – E7 on Map SBC as commercial office space at the maximum plot ratio specified
in The Noosa Plan (102,600m2 commercial floor space) (Scenario 4);
