2           Planning
2.1         Noosa Business Centre Planning
            “The proposal seeks a substantial increase in the size of the Noosa Civic retail shopping centre,
            predominantly within Precinct E1 Employment (Technology Based R&D, Business Offices &
            Civic) identified on the Shire Business Centre Map within The Noosa Plan. The development
            raises significant conflicts with the planning scheme intent for the site. In particular the limit on
            the amount of retail businesses within the Noosa Business Centre (NBC) and the land use intent
            to provide a range of non-retail uses that create a diversified business centre that expands
            Noosa’s business sector and employment options.
            The application proposes significantly different development to that anticipated for the NBC in the
            absence of detailed assessment or reviewed master planning of the NBC as a whole. The
            application also suggests alternate future development scenarios not provided for within the
            current master planning for the NBC, such as office buildings displacing carparks already required
            for the Noosa Civic shopping centre.
            Information Required:
            1 Provide detailed assessment of the likely land use needs on the remaining
                  undeveloped NBC lands to appropriately cater for the diversified economic and civic
                  needs of Noosa Shire.
            2 Provide detailed assessment as to whether the planning controls for the NBC are
                  appropriate to facilitating future commercial office development in terms of the
                  scale and nature of commercial office space likely to be demanded by the market;
                  and the extent to which the development proposal preserves such opportunities.
            3 Provide an assessment of the extent to which the intended role and function of NBC
                  is achievable, and if not, articulate an alternative role and function that remains
                  broadly consistent with NBC designation in the SEQ Regional Plan.
            4 Provide amended master planning for the site indicating the applicant’s alternate
                  “vision” for the NBC.”
            RESPONSE
            The framework for the assessment of the proposed development is the planning scheme for the
            Noosa Shire – The Noosa Plan. It provides the planning intent for the site which, until the planning
            scheme is reviewed and revised, remains current.
            The overall intent for the Shire Business Centre (SBC), as derived from the Desired
            Environmental Outcomes, overall outcomes of the Noosaville Locality Code, and specific
            outcomes and probable solutions for the Shire Business Centre Zone of the Noosaville Locality
            Code, is that it:
            (a) is a Major Regional Activity Centre (MRAC);
            (b) supports the role and function of the Maroochydore Principal Regional Activity Centre
                (PRAC);
            (c) is the highest order centre in the Noosa Shire and the area to the immediate south;
            (d) is the principal focus of business and employment in the Noosa Shire;
            (e) becomes a dynamic and multi‐functional centre that integrates a range retail, commercial,
                industrial and community activities;
            (f)   is developed in stages which are consistent with a demonstrated need;
            (g) is anchored by a retail core;
