Noise report 2013
Ricky's Noosa
Environmental Noise Level Impact Assessment for External Dining Areas Located
Within Sound Park, Noosa Parade, Noosa Heads Page 7 of 25
SOURCE NOISE LEVELS
From previous noise level measurements conducted by the consultant the typical source noise level
for people dining outdoors, including people talking and laughing, with some ‘yelling’ and whistling,
chairs scrapping, cutlery banging, etc. is 68 dB(A) LA1,adj,T, 60 dB(A) LA10,adj,T and 65 dB(A) LAmax,T @ 10
metres. This is for approximately 60 to 80 people dining outdoors for a restaurant/café type
environment.
NOISE LEVEL IMPACT
For the closest residential, which is to the north-east (Noosa Shores Resort), noise from the external
dining areas of QPlace will only affect the interior, as there are no external living areas with line of
sight to the external dining areas.
For the above source noise levels, noise at the closest façade of the Noosa Shores Resort (40 metres
distant) would be, for all external dining areas operating:
• 68 dB(A) LA1,adj,T @ 10 m – 12 (distance) = 56 dB(A), which complies with the daytime and evening
noise limits of 69 and 62 dB(A) LA1,T respectively;
• 60 dB(A) LA10,adj,T @ 10 m – 12 (distance) = 48 dB(A), which complies with the daytime and
evening noise limits of 59 and 54 dB(A) LA10,T respectively;
• 65 dB(A) LAmax,adj,T @ 10 m – 12 (distance) – 10 (outside to inside via open window) = 43 dB(A),
which complies with the night-time noise limit of 45 dB(A) LAmax,T.
CONCLUSIONS
Sound Park, the park area between QPlace and Noosa Shores Resort, known as Sound Park, is
owned by the Sunshine Coast Regional Council. Some of the tenants of QPlace – restaurants/cafes,
have external dining areas on the north-western side of the QPlace building. These existing external
dining areas, which are on land which is formally part of Sound Park have been previously approved
by Council. There are a total of five areas which are/are proposed to be used for external dining.
The purpose of this report is to determine noise impact from the external dining areas and, if compliant
with the relevant noise limits, to formalise an agreement with the Sunshine Coast Regional Council to
use that part of Sound Park, as depicted in Figure 2 of this report, for external dining.
The closest residential which could be impacted by the noise of people laughing and talking in these
external dining areas are to the north-east in the Noosa Shores Resort. It is effectively the rear of the
Noosa Shores resort which faces these external dining areas, with at least one habitable room
(presumed to be a bedroom) window of each Unit facing the external dining.
To establish appropriate noise limits for the external dining areas an extended 8-day ambient noise
assessment was conducted from the balcony of Unit 11, Noosa Shores Resort.
For typical external dining source noise levels, for all five external dining areas operating, the daytime,
evening and night-time noise limits are complied with at the closest residential, namely Noosa Shores
Resort. This compliance is without any noise control measures required.
