Environmental Noise Level Impact Assessment for External Dining Areas Located
Within Sound Park, Noosa Parade, Noosa Heads Page 1 of 25

INTRODUCTION

The park area between Quamby Place (specifically the building known as QPlace) and Noosa Shores
Resort, known as Sound Park, is owned by the Sunshine Coast Regional Council. Some of the
tenants of QPlace – restaurants/cafes, have external dining areas on the north-western side of the
QPlace building. These existing external dining areas, which are on land which is formally part of
Sound Park (Council owned land) have been previously approved by Council. There are a total of five
areas which are/are proposed to be used for external dining.

The owners of the QPlace building, on behalf of their restaurant/café tenants, wish to formalise an
agreement with the Sunshine Coast Regional Council to use that part of Sound Park, as depicted in
Figure 2 of this report, for external dining.

The closest residential which could be impacted by the noise of people laughing and talking in these
external dining areas are to the north-east in the Noosa Shores Resort. It is effectively the rear of the
Noosa Shores resort which faces these external dining areas, with at least one habitable room
(presumed to be a bedroom) window of each Unit facing the external dining.

To establish appropriate noise limits for the external dining areas an extended ambient noise
assessment was conducted from the balcony of Unit 11, Noosa Shores Resort – refer Figure 1 for the
detail of this monitoring location. It was not possible to conduct the ambient noise assessment from
the side of the Noosa Shores Resort building facing the external dining, as there are no balconies or
decks on this side of the building.

This report details the results of the ambient noise level measurement, noise limits, people source
noise levels, noise level impact at the closest residences and any required noise control measures.
Refer Figure 1 for locality plan and monitoring location A and Figure 2 for a site plan, which includes
the location of the external dining areas (DA2, DA3, DA4, DA8 and DA10). This plan was prepared by
Gavin Maddock Design Studio, drawing number 229_sk001, A.
