Street Address:	Noosa Home 5/8 Selkirk Dr NOOSAVILLE QLD 4566
Real Property Description:	Lot 5 SP 188669
Planning Scheme:	The Noosa Plan (28 October 2016)
information required
The information requested is set out below:

Issue – Car parking

A review by Council’s external traffic consultant of the submitted traffic report prepared by TTM raises the following issues:

The TTM report assumed the existing approved use for the site is Industrial Business Type 1 (warehouse). The existing approval is for either warehouse (Industrial Business type 1) and/or Light Industry under the superseded planning scheme (Industrial Business Type 2 under the Noosa Plan). The industrial uses permitted in Type 2 are more parking intensive than those permitted in Type 1.

The TTM report states the proposed tenancy (unit 5) is occupied by Blinq Furniture – warehouse, whereas the Planning consultants report indicates that tenancy 5 is vacant. This difference impacts on the car parking calculations in the TTM report.

The TTM report has undertaken a theoretical analysis of the number of people expected at the gym at different times of day, based on information supplied by the gym operator regarding the times and expected attendance levels of group fitness and personal training sessions. The information supplied suggests that parking counts at the Fernwood Morayfield gym average 30-35 cars at any one time with an average length of stay of 45 minutes. It is noted that it would be difficult to survey parking demands associated with the Fernwood gym as it is located within an existing showroom complex (difficultly differentiating parking which is associated with Fernwood Gym and other outlets at that centre). Also, if the average parking demand is 30-35 cars, then the peak demand would be higher.

A far more reliable indicator of likely parking demands at the proposed gym would be based on parking surveys at similar gyms (both in terms of size and mode of operation).

The use of the tenancies within the complex may change over time reflecting changes to car parking demand. Car parking is assessed against the existing uses on site and the more intensive industrial business uses that could potentially use the site, and for the gym operator to also change over time (if a gym use were approved).

Information Required
Please provide an updated parking assessment including the following items but not limited to:
clarify the discrepancy between the parking report and the planning report regarding the existing uses permitted on site
incorporate the potential for existing tenants to change over time to more intense parking uses permitted under the existing approval and The Noosa Plan
take appropriate account of vacant tenancies at the time of the site parking survey
undertake parking surveys at 2 existing gyms of similar floor area and mode of operation on a Monday and Wednesday. Advise the floor area of those gyms as well as the membership levels. Surveys soon after the conclusion of Christmas school holidays would be most representative of design conditions. Incorporate surveys results into the subject site car parking analysis.

Issue - Noise
Due to the close proximity and the lack of appropriate buffer zones and with 24 hour operations there is a potential for environmental noise nuisance issues to occur as a result of the introduction of this type of Fitness Centre activity. It is noted that there may be opening doors to the balcony on the plans.

Information Required
Provide an Acoustic Report from a Registered Professional Acoustic Consultant that will address how the following noise issues would be managed, controlled, prevented or mitigated:
the prevention of background creep to the neighbouring residential community. Take into consideration the worst case scenarios from Gym activities that are known to have an impact on the acoustic environment. Some examples can include:
Amplified music from venues training rooms whether used during exercise training course or just background music played over the stereo system.
Amplified voice instructions from class personal trainer using a public address system.

The Acoustic Consultant should use relevant legislation and Australian Standards when assessing the potential impacts on the noise environment, i.e. Environmental Protection Act 1994, Environmental Protection (Nose) Policy 2008, AS1055-1997 Acoustics – Description and measurement of environmental noise:
Part 1: General procedures
Part 2: Application to specific situation
Part 3: Acquisition of data pertinent to land use
