Dear Brian
P004250 - LAKELANDS ECO RESORT 396 LAKE COOROIBAH ROAD - SIGHT DISTANCE ASSESSMENT
Premise has been engaged to undertake a sight distance assessment for the proposed access driveway
associated with the Lakelands Eco Resort development, located at 396 Lake Cooroibah Road, Cooroibah and
formally described as Lot 2 on GTP1928.
Site Inspection
A site inspection was undertaken by Premise’s Senior Civil Engineer on 30 October 2025 to review the existing
site access location and available sight distance along Lake Cooroibah Road. Available sight distance is
influenced primarily by the horizontal geometry and dense roadside vegetation, with the road in proximity to
the site being relatively flat, with no significant changes in vertical geometry. The eastbound sight distance was
measured with a measuring wheel from the access conflict point to the centre of the westbound traffic lane at
1.1m height (driver eye height) looking back to a 1.15m traffic cone, setback 5m from the conflict point. The
available sight distance at the time of inspection was 125m, with the vegetation on the northern side of the
road curve (adjacent to the property corner of Lot 3 on AP23771) limiting vision beyond that. The available
westbound sight distance wasn’t measured as it was evident there was ample sight distance (300m+) available.
However, a photograph was taken at the minimum sight distance requirement point to demonstrate
compliance.
Relevant site photographs are enclosed as Appendix A.
Design Speed
The posted speed limit on Lake Cooroibah Road is 60km/h, however there is a 50km/h speed advisory sign
preceding the curve in the westbound direction, near the site frontage. A design speed of 60km/h has been
adopted, being 10km/h in excess of the posted speed limit, consistent with Appendix A: Schedule of preferred
input parameters of the Department of Transport and Main Roads’ Guide to Traffic Impact Assessment.

Safe Intersection Sight Distance (SISD)
SISD is the distance at which a driver on the major road can see another vehicle at the intersection or access
moving into a collision position, recognise the collision situation developing and stop before colliding with the
other vehicle. Figure 1 below reproduced from the Austroads Guide to Road Design Part 4A: Unsignalised and
Signalised Intersections (AGRD04A-23) illustrates the concept of SISD.
Figure 1 - Safe Intersection Sight Distance (AGRD04A-23)
Page 2
Page 3
SISD is calculated using the formula:
𝐷𝑇 × 𝑉 𝑉2
𝑆𝐼𝑆𝐷 = +
3.6 254 × (𝑑 + 0.01 × 𝑎)
where:
𝐷𝑇 = decision time
= 𝑅𝑇 + 𝑂𝑇
𝑅𝑇 = reaction time
= 2.0 sec (general minimum)
𝑂𝑇 = observation time
= 3.0 sec
V = design speed
= 60km/h (as discussed)
d = coefficient of deceleration
= 0.36 (normal maximum)
a = longitudinal grade
Using the Normal Design Domain (NDD) parameter values outlined above, the required Safe Intersection Sight
Distance (SISD) is 123m for the eastbound approach (based on 0% average grade) and 124m for the westbound
approach (based on -0.9% average grade). The SISD Sight Distance drawing is enclosed as Appendix B.
Minimum Gap Sight Distance (MGSD)
AGRD4A-23 defines MGSD as the distance corresponding to the critical acceptance gap that drivers are
prepared to accept when undertaking a crossing or turning manoeuvre at intersections. It is measured from
the point of conflict (between approaching and entering vehicles) back along the centre of the travel lane of
the approaching vehicle. The drivers eye height is 1.1m and the object height is 0.65m above the travelled way
(a vehicle indicator light).
MGSD is calculated using the formula:
𝑉
𝑀𝐺𝑆𝐷 = 𝑡𝑐 ×
3.6
where tc is the critical acceptance gap.
According to Table 3.5 of AGRD4A-23, the critical acceptance gap for both left-turn and right-turn movements
from a minor road onto a two-lane, two-way road such as Lake Cooroibah Road is five (5) seconds. Based on
the adopted design speed of 60km/h, the minimum gap sight distance requirement is 83m.
Sight Distance Assessment
The available SISD and MGSD at the existing site access driveway meets the Normal Design Domain (NDD)
requirements. The results are summarised in Table 1 below.

Recommendations
Premise recommends:
That the existing site access location on Lake Cooroibah Road be approved for construction of the
Lakelands Eco Resort and ongoing access for the other site uses, including any driveway crossover
upgrades required by Noosa Council (eg. widening and sealing).
That this access point is utilised throughout the duration of construction and is to remain as the
permanent site access point post-construction.
If you have any queries in relation to the above, please contact Cameron Bromfield on 0435 779 235.
Yours sincerely
Cameron Bromfield
