Executive Summary RoadPro Acoustics has carried out noise measurements of a pizza takeway / dine-in cafe operation on Sunrise Road, Timbeerwah. Noise measurements were carried out over the course of an operating week (Wednesday through Sunday) with a noise logger close to the nearest adjoining neighbour, supplemented with detailed attended noise measurements. The number of dining-in patrons during the noise measurements was up to 14, however the proposed use of the site will cater for a maximum of 10 dine-in patrons. It was found that the operation presently complies with the Acoustic Quality Objectives in the Environmental Protection (Noise) Policy 2008, and there are no additional requirements for noise attenuation if the site continues to operate in the same general manner as during the measurements. Although a liquor licence is not being sought, the noise measurements also indicate that the site complies with the pre-10pm noise criteria used by the OLGR, which is sometimes adopted for similar purposes.

1 Introduction
RoadPro Acoustics was engaged by RG Strategic to assess the noise associated
with a takeaway / dine-in cafe operation known as Orange on Sunrise.
The site is on the corner of Sunrise Road and Kingsgate Drive, Timbeerwah, as
shown in Figure 1. The existing premises fronts Kingsgate Drive and consists of
a building that includes the proposed dining area, kitchen and internal takeaway
counter. Car parking is provided in front of the building (off Kingsgate Drive), and
the building has a small veranda on the front.
Figure 1: Site Location – Orange on Sunrise
The site also has a residence and shed on the western side of the commercial
building, which are privately leased and not associated with the commercial
operation.
The nearest neighbouring property adjoins the site to the west, with the residence
itself approximately 40 m from the commercial building and 30 m from the nearest
point on the carpark, shown in Figure 2.

Page 7

Earth)
The proposed operation of the premises is for a maximum of 10 dine-in customers,
with normal takeaway operations. Dining will occur in the area attached to the
northern side of the building. Operating hours will be Wednesday – Sunday, 5pm
– 9pm.
2 Noise Criteria
2.1 Car park, Patron and General Noise
In the absence of specific noise criteria for the operation, the Environmental
Protection Act 1994 through the Environmental Protection (Noise) Policy 2008
provides Acoustic Quality Objectives that can be used to guide appropriate noise
limits.
The Environmental Protection (Noise) Policy 2008 is designed to achieve the
object of the Environmental Protection Act 1994. Acoustic Qualify Objectives are
specified for residences as shown in Table 1.

Table 1 Environmental Protection (Noise) Policy 2008 Acoustic Quality Objectives

Dwelling Daytime 35 40 45 Health and
(for indoors) and evening wellbeing
Nighttime 30 35 40 health and
wellbeing, in

ability to sleep
External noise levels are most relevant for the daytime and evening periods, while
internal noise levels are relevant to night-time when people are sleeping. For ease
of the assessment, it is useful to convert the internal noise criteria to external
levels. Outside to inside insertion loss is assumed to be approximately 10 dB(A),
which is consistent with AS 3671 – Acoustics – Road traffic noise intrusion –
Building siting and construction.
The external night-time noise criteria are therefore:
LAeq,adj,1hr 40 dB
LA10,adj,1hr 45 dB
LA1,adj,1hr 50 dB
2.2 Mechanical Plant Noise
There is no significant mechanical plant associated with the operation.
3 Measurements
Unattended noise measurements were carried out at the position shown in Figure
3 and Figure 4 using a Rion NL-21 (serial no. 718) sound level meter recording
“fast” response A-weighted sound levels at 15-minute intervals, with the
microphone at a height of approximately 1.2 m. The measurement period was
from Wednesday 5th October 2016 – Monday 10th October 2016. Weather for the
duration of the survey was fine. In particular, the evenings when the site was
operating were very still. The instrument was checked for calibration prior to and
post-measurement using a 94 dB acoustic signal at 1000 Hz, and drift in
calibration remained within ±0.5 dB.

The site was attended for a 15-minute period on the evening of Wednesday 5
October 2016 to observe activities at the site and record noise levels from relevant
sources.
4 Results
Notes from the attended measurements are provided in Table 2, and a summary
of the logged data over the week is provided in Table 3. A graphical representation
of the measurement data is provided in Appendix A.
It should be noted that due to the noise measurement location with respect to the
sound sources, noise levels experienced at the adjoining residence are expected
to be 3-6 dB(A) lower than the levels reported.

5 Discussion of Observations
The activities at the premises during the noise monitoring period have been
provided by the operator and are shown in Appendix B.
There were diners and takeaway orders on each evening during the noise
monitoring between the nominated operating hours of 5:00 pm – 9:00 pm,
Wednesday – Sunday (although some nights the actual operating hours were
shorter).
The observed noise sources at the premises and their respective noise levels in
Table 2 indicate that most sound from the premises is below the measured LA10
and LAeq levels, and that the louder sounds were from vehicles driving along
Kingsgate Drive and Sunrise Road, and the dog at the residence on the site.
The logger-measured noise levels presented as charts in Appendix A do not
present the operation of the premises as being obvious in the ambient noise
environment, with all noise indices generally decreasing as the evening
progresses as would be expected in most rural-residential environments i.e. if
there was significant noise from the premises during operation, an increase in, or
at least maintenance of the noise indices throughout the operating hours of the
premises would be expected to some degree.
Moreover, the noise indices also show that existing noise levels with the premises
operating achieve the external Acoustic Quality Objectives and, taking into account
the additional distance attenuation of 3-6 dB between the measurement location
and the adjoining residence proper (not the car port), the noise levels are also
considered to comply with the required internal criteria (assuming 10dB(A)
reduction from outside – inside) presented in Table 1. Comparison of the
measured noise levels with the criteria are provided in Table 4.

Further analysis of the measurement data was undertaken, specifically
comparison of the LA90 and the LA10 for each 15-miinute measurement period.
These parameters are used by the Office of Liquor and Gaming Regulation to
assess the appropriateness of noise emissions, with the criterion prior to 10pm set
at LA10,adj ≤ LA90 + 10 dB.

Measured Sound Level, dB(A)
LA90 LA10
Day 32 11
Evening 28 10
Night 25 7
The results in Table 5 demonstrate that the present operation can be regarded as
complying with the pre-10pm OLGR criterion. Moreover, the difference between
the LA10 and LA90 during the operating times of the premises is consistent with the
ambient noise in the area i.e. noise from the premises is not dominant.
6 Suggestions for Improvement
Although the noise levels from the premises achieve the noise criteria, the
following measures can be considered to attenuate noise further at the adjoining
residence:
Car Park Noise (Kingsgate Drive frontage)
Fix additional palings to the approximately 1.5 m high fence adjoining the
carpark at the front of the premises. The palings should be offset to the
existing ones such that the fence becomes a solid acoustic barrier.
Patron Noise
Remove all chairs/tables from the veranda facing Kingsgate Drive.
Close the dining area windows on the Kingsgate Drive frontage when
groups are using the dining area.

7 Summary and Conclusion
RoadPro Acoustics was engaged by RG Strategic Pty Ltd to assess the noise
associated with a takeaway / restaurant operation known as Orange on Sunrise.
Attended and unattended noise measurements were carried out at the site. It was
found that the present operation generally achieves the Environmental Protection
(Noise) Policy Acoustic Quality Objectives. Further analysis also concluded that
the site complies with the pre-10pm criterion used by the OLGR.
Suggestions have been made for consideration to further mitigate noise from the
site, including surface treatments, improvement to an existing fence, and
active management of windows to the dining areas.
The site use is expected to continue achieving the nominated noise criteria.
