GENERAL COMMITTEE MEETING REPORT 13 OCTOBER 2025
ATTACHMENT 2 – (51995.1611.04) – OFFICER’S REPORT
REPORT
The application seeks approval of an Other Change to an existing development approval for
Material Change of Use – Indoor Entertainment (Clubhouse) and Sport and Recreation (Bowling
greens) to Material Change of Use - Outdoor Sport and Recreation, Food and Drink Outlet, and
Medium Impact Industry (Distillery). The application involves the adoption of the contemporary land
use terms from the Noosa Plan 2020.
The applicant advises:
The proposed Other Change includes:
• Relocation of the licensed dining area: Moving outdoor seating from the eastern side of
the building to a portion of the bowling green (100m²), improving amenity for neighbouring
properties.
• Enhancement of site functionality: Establishing a formalized goods storage and receival
area on the eastern side of the building (removing previous patron use from this space).
• Introduction of a small-batch distillery (28m²): A micro-distilling operation integrated within
the existing venue, designed as an ancillary use to the food and beverage offering.
• Reconfiguration of site facilities:
o Children’s playground relocated to the western side of the building.
o Bowling club operations retained and supported through a 90-year license
agreement with the Cooroy Community Bowls Club.
o No increase in total approved use area, ensuring compliance with previous
approvals.
• Addressing noise and amenity concerns: The removal of patron areas along the eastern
side
