General Committee Meeting Report -51995.1611.04 (As Published)
GENERAL COMMITTEE MEETING REPORT 13 OCTOBER 2025
• Operational Management Plan (OMP), prepared by Crackerjack – Asian and Bowls; and
• Risk Assessed Management Plan, prepared by Your Mates Bowls Pub.
The submitted Noise Impact Assessment made recommendations for the proposed development,
including:
• that a detailed assessment of mechanical plant noise should be conducted in conjunction
with the criteria and assessment procedures outlined in Liquor guideline 51: Preparing an
acoustic report.
• any additional mechanical plant (as required) is located as far as practical from the
residential noise sensitive receptors to the north, south and east of the subject site.
The submitted OMP has been created to ensure that the proposed Food and Drink Outlet and
Medium Impact Industry are carried out in a safe, compliant and responsive manner. The OMP
addresses the relevant requirements under the Noosa Plan 2020, the Liquor Act 1992, and the
submitted Risk Assessed Management Plan. The OMP also responds to the concerns raised
during the public notification process, including:
• Noise emissions from refrigeration units and plant.
• Noise from bin and bottle disposal.
• Staff behaviour and language during pack-down and closing procedures.
• Patron noise near the eastern boundary.
The OMP includes elements such as:
1.2 Bin and Bottle Disposal
● Restricted Times: Bin movements and bottle disposal prohibited after 9pm.
● Procedures:
○ Staff to use plastic liners in bottle bins to reduce glass-on-glass impact.
○ Bins to be wheeled quietly, avoiding dragging or tipping near residential
areas.
● Collection:
○ Waste collection scheduled between 7am–6pm only.
○ Contractor briefed on noise minimisation expectations.
1.3 Staff Pack-Down Procedures
● Quiet Pack-Down Policy:
○ No amplified music during clean-up.
○ Staff to use low voices, with specific training on respect for neighbours.
○ All external doors and windows to remain closed during clean-up.
○ Closing duties near the eastern boundary minimised after 9pm.
The OMP is intended to be a living document that is reviewed regularly. To ensure the ongoing
effective management of the use, the application has been assessed with reference to the
submitted Operational Management Plan (OMP), which outlines procedures to mitigate potential
amenity impacts, including noise. It is recommended that the OMP be reviewed and updated at
least every three years from the date of approval to maintain its relevance and responsiveness to
operational changes.
Furthermore, if substantiated complaints are received by Council regarding noise associated with
the use, Council may request that the OMP be reviewed and amended to address the identified
concerns.
