EXECUTIVE SUMMARY
A further round of community consultation on the Coastal Hazards Adaptation Plan (CHAP)
was held for 3 weeks until 1 November 2021 seeking feedback on a second version of the
CHAP. This followed earlier community consultation in January this year for 6 weeks and the
establishment of a Community Roundtable process to explore and discuss issues raised by
community groups in more detail.
This report provides a summary of submissions received during the second round of
consultation; proposed responses to issues raised; an updated CHAP identifying changes
made as a result of the consultation, and a revised CHAP proposed for Council approval and
submission to Queensland State Government. The report also includes a summary of the key
outcomes from the first round of consultation that was previously reported to Council in
October.
RECOMMENDATION
That Council note the report by the Principal Strategic Planner to the General Committee
Meeting dated 15 November 2021 and
A. Note the submissions received during the second round of community consultation on
the draft Coastal Hazards Adaptation Plan; and
B. Approve the revised Coastal Hazards Adaptation Plan and forward to the State
Government for final endorsement.
REPORT
First round of community consultation
During the first consultation period early this year, Council received a total of 233 submissions.
Six meetings of the CHAP Committee Roundtable were then held from July to September
2021. This consultative process helped with discussing concerns, sharing information and
clarifying details set out in the CHAP. Guest speakers also attended the roundtable to present
on technical and coastal related matters.
The process highlighted areas for improvement for the CHAP relating to:
mapping and modelling
monitoring of coastal hazards
best practice approaches for managing coastal hazard risk
establishing a clearer ‘pathway’ approach to future changes in coastal hazard risk
protection and management of public foreshore land
policy linkages to future amendments to the planning scheme.
