RE: MILLIGAN FARMS
RESPONSE TO COUNCIL - TRAFFIC & TRANSPORT ELEMENTS
Further to our recent discussion we have undertaken further investigations in relation to
the proposed ultimate form for Top Forestry Road. We note that this work has been
undertaken on the basis of providing an upgrade proposal that will address the issues
raised by the Council at our meeting to discuss the project and their subsequent
confirmation of the items that required consideration. The intent of this is to provide
Council with sufficient detail to allow an Infrastructure Agreement to be established to
cover the external road works required by the Council. Any such upgrade would be
subject further detailed design and further approval processes through Council.
1. Top Forestry Road
Road Upgrade Proposal
It is important to note that we maintain our current position with respect to the traffic and
transport elements of this road as outlined in our report dated 31 July, 2014. This report
was based on our detailed assessment of the proposal in terms of potential traffic
engineering impacts. This included detailed traffic count data collection to establish the
current level of vehicle activity and a detailed assessment of the possible operational
scenario associated with the proposed use.
Subsequently, conceptual design plans were submitted, aimed at addressing concerns
raised by the Council. However following our subsequent meeting with Council officers,
where specifics of Councils preferred design requirements were outlined, our client has
instructed us to consider those specific issues identified and prepare a design concept
that dealt with them. Despite our position in this regard, it is our understanding that our
client is prepared to accept that these design concepts, developed to accommodate
Councils preferred arrangement, would form part of an Infrastructure Agreement that
would form part of a development approval.
