.
Applicant’s Submission
The applicant acknowledges that the proposed development does not comply with the Noosa Plan
Codes and has provided reasons why the proposal should be supported. These include comments
regarding the need for the use, co-location within the existing hospital site and residential land loss.
Thea applicant’s comments are summarised below:
• Need: A review of the existing hospital operations identified severe shortcomings in the
emergency department. The review further indicated a significant unmet demand and
future need for surgical care in the region.
• Co-location within hospital site: Opportunities substantially limited due to:
o Ramsay Health Care’s current lease with the State Government to provide services
at Noosa Public Hospital expires in 2030, hence it is not financially feasible to further
develop the existing Hospital site without security of tenure. This is not an issue for
the proposed 47 Goodchap site which Ramsay own and intend to operate long term.
o The extensive vegetation coverage and environmental controls over the
undeveloped part of the existing hospital.
o Services disruption to the existing Hospital Operations arising from development.
• Residential land loss:
o The loss of a single property in the Low-density residential zone (for a community
activity that would provide significant social and economic benefits) is unlikely to
have any tangible impacts to the delivery of the Noosa Housing Strategy, nor
exacerbate the existing housing crisis.
o The approximate residential yield that could potentially be achieved on site is 6
dwellings. The loss of this site, given this approximate yield, presents an
insignificant outcome that would not assist the housing supply issues.
