The mapping above indicates that the following SPP matters apply to the development area:
• Natural Hazards Risk and Resilience State Interest – Flood Hazard Area
• Flood Hazard Area – level 1
• Transport Infrastructure State Interest
• Active Transport Corridor (Hofmann Drive)
Section 2.1 of the Noosa Plan 2020 confirms that all state interests in the SPP are appropriately integrated
into planning scheme with the exception of the following:
“State interest – Natural hazards, risk and resilience – Coastal Hazards – in part
The development area is not identified within a coastal hazard area in the SPP mapping. Accordingly, all
relevant state interests are appropriately integrated into City Plan 2014. The SPP is therefore not a relevant
assessment benchmark for the purpose of assessing this development application [1].
6.3.2 South East Queensland Regional Plan
The South-East Queensland Regional Plan 2017 (‘ShapingSEQ’ / SEQ Regional Plan’), was released in
August 2017. As prescribed in Section 26(2)(a)(i) of the Planning Regulation 2017, the SEQ Regional Plan
represents an assessment benchmark that the assessment manager must have regard to, unless suitably
integrated into the planning scheme. Section 2.2. of the Noosa Plan 2020 confirms that the planning scheme
appropriately advances the ShapingSEQ as it applies to the planning scheme area. Accordingly, further
assessment against the relevant assessment benchmarks contained in Shaping SEQ is not required for this
development.
