manager of public land and community spaces. Council's role includes managing access to public land and
infrastructure, protecting community amenity, safeguarding environmental values, and ensuring compliance
with relevant legislation, policies and approval requirements.

The event organiser is responsible for the planning, management and delivery of the event, including public
safety, security, risk management, emergency preparedness and regulatory compliance. Event organisers are
expected to identify, assess and manage risks, maintain appropriate safety and emergency management
plans, and work collaboratively with Council, emergency services and other authorities.

Event permits are assessed by their scale, location, timing, risk profile and potential impacts on the community
and environment. Public health and safety remain the primary consideration in Council's decision-making, and
Council may withdraw support, funding or approvals where an event presents an unacceptable risk.
