Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
within six tenancies and also remains current; however, to date, the development has also not
proceeded.
A prelodgment meeting was held with Council on 24 September 2021. The prelodgment
meeting raised some concerns about the development, primarily with respect to the use of
land included within the District Centre Zone for a car wash; however, for reasons explained
below, there are relevant matters that warrant approval of the application in this case.
It was requested the applicant investigate other land in the Cooroy locality, in particular
industrial land, that might be available for the proposed car wash. Discussions with Council’s
Property Adviser has recently revealed there is no Council owned land in Jarrah Street available
for purchase1. Further, the Economic Needs Assessment has also confirmed there is no land
available in the Cooroy Industrial Estates in Jarrah Street, Taylor Court or Holts Road, either in
terms of availability or being suitable for the proposed development (refer Section 7 –
Attachment 2).
Development Proposal
The proposed development is for a Car wash and small takeaway Food and drink outlet on the
subject land. A copy of the proposal plans is provided as Attachment 1 (refer extract Figure
2).
