           • PO51 & PO52 – the buildings and other structures have been designed to minimise
opportunities for vandalism with security lighting provided given the proposed 24 hour
               operation of the car wash.
           • PO53 – the proposed vehicle loading, and waste removal and storage and collection
will not significantly impact on the visual or acoustic amenity of the area, with both bin
locations to be screened (refer Site Layout Plan – Attachment 1).
           • PO54 & PO57 – the amount of earthworks required on the land for the proposed
development is minimal and will not cause an cumulative impacts off the site (refer Cut
               & Fill Layout – Attachment 1).
           • PO59 & PO60 – the proposed development provides for the widening of Diamond
Lane and makes provision for a new pedestrian link to the east. Further, new sewer
manholes and a small length of sewer is to be relocated around the wash bays (refer
Proposed Site Layout Plan - Attachment 1). The proposed development is adequately
serviced by infrastructure and given the advice provided by the traffic expert will not
adversely impact upon the existing road network, which is discussed below (refer
               Attachment 3).

Having regard to the overall outcomes and performance outcomes discussed above, the
proposed development will provide for a use that is suitable in this location. As already
explained, from a first principles perspective, a car wash is considered an acceptable use within
a commercial, industrial or mixed use area where appropriately located. In this case, the
development is being integrated with the only two service stations within Cooroy, which will
complement these uses, is highly accessible and will result in transport infrastructure
      efficiencies.

The development will service an identified need for local residents and visitors and will provide
significant environmental benefits. Further, having regard to the nature of the use and the
design, the development has a low rise built form and maintains sufficient landscaping to
contribute positively to the streetscape in this location.

      Industrial Activities Code

The purpose of the Industry activities code is to ensure industry activities:
         a) are sited, designed and operated to accommodate the industry use, protect public safety,
             environmental values and residential amenity;
         b) mitigate and manage potential adverse impacts associated with industry activities on
             sensitive land uses; and
         c) are not compromised by the inappropriate colocation of sensitive land uses.

The most relevant overall outcomes (2) include:
         a) Industry activities are of a scale and intensity compatible with the zone and the
            surrounding area.
         b) Industry activities avoid and mitigate potential adverse impacts on the amenity of
adjoining and nearby sensitive land uses, where these uses are located in a zone other
            than an industry zone.
