           • PO19 – the proposed development provides for soft landscaping generally around the
perimeter of the site (refer Concept Landscaping Plan – Attachment 6).

Having regard to the above and the advice provided in the Traffic Impact Assessment (TIA),
the proposed development is consistent with the Driveways and Parking Code.

      Sustainable Building Design Code

In terms of sustainable building design, the proposed development is for a commercial use
and not for a residential purpose. Despite this, the proposed development provides for many
sustainable building design measures including the provision of a significant solar power
system, providing for about 100kw of power. Preliminary advice has been obtained from a
solar power expert, which is provided as Attachment 7.

The Holistic Stormwater and Waste Water Management Plan provides advice about the
proposed roof water harvesting and water recycling unit for the automatic wash bays with the
operation of the car wash, resulting in about a 58% or 9ML per year reduction in the use of
mains water. Further, provides for a substantial reduction in the effluent disposal discharge by
about 61% or 9ML per year (refer part 5.6 – Attachment 4). Consequently, the proposed
development is consistent with the outcomes sought for the Sustainable Building Design Code
in terms of water sensitive urban design and being as energy and water efficient as possible.

      Landscaping Code

With respect to the Landscaping Code, a Landscape Concept Plan has been prepared which is
provided as Attachment 6. As mentioned above, about 12.7% of the effective site area is being
utilised for soft landscaping (refer Proposed Car wash Layout Plan - Attachment 1).

The proposed development has been designed to provide sufficient landscaped area, which
will provide the necessary diversity of planting, including some street trees to achieve the
outcomes sought under the Landscape Code, which can be conditioned. The proposed
development will be subject to a development approval for operational works, at which time
compliance with the Landscaping Code will be demonstrated.

      Water Quality and Drainage Code

With respect to the Water Quality and Drainage Code, a Holistic Stormwater & Waste Water
Management Plan (SWMP) has been prepared which is provided as Attachment 4. The
management plan has been prepared by an experienced engineer who specialises in the
design of car wash developments throughout Australia and New Zealand (refer Appendix A).

The purpose of the Water Quality and Drainage Code is to … ensure development is planned,
designed, constructed and operated to manage wastewater, stormwater, groundwater and
environmental flows and as part of an integrated water cycle in ways that protect environmental
values, water quality and public health.

Having regard to the most relevant performance outcomes, the following comments are made:
