Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
proposed development and ought to be maintained for low and medium impact industries.
This position is supported by the car wash design expert who has been involved with many car
wash developments. It is noted that the design expert estimates that the car wash will provide
for about 68,000 car washes per year, based on the trade areas, which is a substantial number
(refer Appendix B).
The traffic engineer has concluded and recommended that:
a) The proposed use is well located to minimise travel of vehicles associated with the use,
being located adjacent to the Cooroy-Tewantin road corridor and being co-located with
service station uses.
b) The proposed use has a smaller traffic generating function than the approved shopping
precinct, and as such will have a lower impact on road capacity and amenity to nearby
residents than the approved use.
c) The access solutions for the subject site are safe and adequate. The existing Elm
Street/Diamond Lane intersection will be utilised for egress and DTMR’s crash database
shows no history of casualty crashes at this location in 20 years.
d) Alternative locations for the proposed use at industrial precincts at Jarrah Street and
Holts Road would be less complementary and would involve larger diversions of vehicles
from the Cooroy-Tewantin road corridor. A car wash use is not likely to be
complementary to other uses in the industrial precinct and will reduce the opportunity
for uses more appropriate to those locations (from a traffic engineering perspective) to
locate there.
e) From a traffic engineering perspective, the proposed development can be approved, with
reasonable and relevant conditions.
It would be reasonably expected that a car wash would be located within a highly accessible
location, as is the case for the newly established car wash (Noosa Car Spa) along the Eumundi
Noosa Road in Noosaville. While this location in Noosaville is included within the Medium
Industry Zone, there are very few industrial uses along the Eumundi Noosa Road on either
side, and this area provides for a range of business uses, including newly constructed service
stations, which is has a similar context to the subject site.
The TIA assessment confirms the design of the proposed development is satisfactory and will
not cause significant traffic impacts. Further, while vehicles leaving the site on to Elm Street
can turn right if heading east, the use of Opal and Kauri Streets will not have a significant
impact on the operation of these streets. Further, given the vehicle numbers generated by the
car wash are less than that generated by the approved shopping centre, the traffic using local
streets will also not have a significant impact on the amenity and character of the locality.
Noise Impact Assessment
The applicant has engaged a noise expert to undertake an assessment of the noise impacts
generated by the development with an Environmental Noise Assessment (ENA) provided as
Attachment 5.
