Town Planning Report - Car wash & Food and drink outlet
“Adamson Town Planning, specialising in providing higher order town planning advice”
the convenience of residents within the trade area, reducing the need to travel further afield to
have their demand for car wash facilities met, this being to the existing car wash facilities in
Noosaville. The ENA also advises that in terms of the spatial distribution of the population, the
proposed development represents a central location for the commercial car wash facility given
there are no facilities within the Noosa Hinterland. Further, it is expected the proposed
development will likely capture a significant proportion of visitors to caravan parks, campsites
and holiday/tourist parks that are proximate to the subject site who require a car wash facility
after their trip, thereby enhancing the convenience of visitors to the region. This would include
the cleaning of four wheel drive vehicles leaving the Noosa North Shore and travelling
northwards via Cooroy.
The economic expert agrees, the specific location of the proposed development between two
service stations further enhances the level of convenience offered by the proposed
development16. It is reasonably expected that some motorists would use the car wash when
they refuel and use the other facilities at these service stations, these being the only service
stations within Cooroy. From a town planning perspective, it is logical to locate a commercial
car wash in this location and it is not unusual for a car wash to be associated with a service
station.
There is also a broader community need associated with the environmental sustainability of
commercial car washes as opposed to washing the car, truck, boat, caravan or dog at the home.
There is also the community benefit that will be provided by a commercial car wash which will
result in a substantial reduction in the amount of chemical waste being discharged into the
stormwater system, local waterways, ground water and the Lake MacDonald Dam catchment.
In terms of planning need, this is to be informed by the economic and community need and
the resulting benefit to the general community, which is in the public interest. It has been
confirmed there is a significant economic need for the proposed development given there are
no car wash facilities in the Noosa Hinterland, with substantial environmental benefits being
provided. Further, the development will provide convenience and choice, being generally
centrally located in an highly accessible location between two service stations and fronting a
major road.
The ENA has considered the available land within the Cooroy locality and the Noosa Hinterland
more generally. Of the land that is included within an industry zone, this relates to the following
sites:
• 70 Carpenters Road, Cooroy, currently owned by Noosa Council and the subject of an
application for a relocatable home park. Otherwise, is too large for the proposed
development and well removed from the major road network, with access obtained
from the end of Jarrah Street, which is not desirable.
• 25, 27, 29 and 31 Jarrah Steet, which are owned by Noosa Council and currently not
available for sale. The land is partly constrained by overlay mapping and is not suited
for a commercial car wash because of the location. The land is better suited for low or
medium impact industries providing economic and employment benefits to the local
community in the long term.
